Summary: The SEND Specialist role involves leading a review and improvement project for a Local Authority's Local Offer, focusing on enhancing services for children and young people with Special Educational Needs and Disabilities (SEND). The specialist will assess current practices, identify areas for development, and collaborate with stakeholders to implement actionable recommendations. This position is remote and requires a strong understanding of SEND legislation and experience in local authority settings. The contract is for three months, working four days a week.

Key Responsibilities:

  • Identify strengths, gaps and opportunities for improvement across the Local Area Partnership.
  • Work in close collaboration with parent carers, young people and multi-agency partners to co-produce solutions and deliver improvements.
  • Assess Local Offer content for relevance and alignment with national policy developments, including the Local Inclusion Support Offer (LISO), Alternative Provision Specialist Taskforce, ELSEC and the Whole School Improvement Programme.

Key Skills:

  • Strong understanding of SEND legislation and statutory guidance including the SEND Code of Practice 2015 and The Children and Families Act 2014.
  • Proven experience of leading or contributing to SEND service reviews or Local Offer development.
  • Minimum of 2 years' experience of working for a Local Authority.
  • Experience of working collaboratively across education, health, and social care sectors.
  • Able to communicate effectively and build strong working relationships with parents, schools and multi-agency professionals.
  • Strong knowledge of national policy priorities.

Spencer Clarke Group are seeking an experienced SEND Specialist to lead a comprehensive review and improvement project for a South West Local Authority's Local Offer.

The SEND Specialist will identify areas for development across the entire Local Area Partnership, and produce clear, actionable recommendations for improvement to ensure that the needs of children and young people with Special Educational Needs and Disabilities (SEND) are met.

Essential Requirements:

  • Strong understanding of SEND legislation and statutory guidance including the SEND Code of Practice 2015 and The Children and Families Act 2014.
  • Proven experience of leading or contributing to SEND service reviews or Local Offer development.
  • Minimum of 2 years' experience of working for a Local Authority.
