Summary: The role of Public Health Informatics Analyst (ELR Specialist) is a remote position focused on supporting communicable disease informatics projects within the Surveillance Systems and Informatics Program. The analyst will work on Electronic Lab Reporting (ELR) and related informatics initiatives, requiring collaboration with developers and management of data processing tasks. Candidates must have experience with ELR, HL7 standards, and programming in SQL or similar languages. This position is contract-based for a duration of 12 months, with specific working hours from Monday to Friday.
Key Responsibilities:
- Complete ELR onboarding using HL7 2.5.1 standards
- Provide input on and manage various production monitoring tasks including alerts, dashboard development and maintenance, and issue identification
- Complete investigation of ELR processing issues independently and identify proposed solutions
- Work collaboratively with Rhapsody developers to enhance existing routes or define new routes for ELR processing
- Assist with processing of laboratory data submitted via alternate file formats (i.e., flat file)
- Coordinate routine and ad hoc management of standard interoperability vocabulary within the disease surveillance system
- Act as liaison to downstream users of ELR data within TDH and CEDEP
- Support other ELR maintenance tasks (e.g., parallel validation, LOINC code assignments, and production errors)
Key Skills:
- Experience with ELR and HL7 and SQL
- Provided Electronic Laboratory Reporting (ELR) and interface development
- Experience writing statistical and analytical programming code in SAS, SQL, or R
- Excellent written and verbal communication skills
- 1+ year of experience with ELR onboarding and/or maintenance at a state or local health department (highly desired)
- 1+ years of experience with Rhapsody or working to define specifications for Rhapsody developers (highly desired)
- Demonstrated ability to manage projects (highly desired)

ELR Specialist will assist in the coordination of communicable disease informatics related projects as a part of the Surveillance Systems and Informatics (SSI) Program within the Communicable and Environmental Disease and Emergency Preparedness (CEDEP) Division. The epidemiologist will support REDCap (Research Electronic Data Capture), Electronic Lab Reporting (ELR), and other SSI informatics projects and initiatives. As a member of the SSI Program, this individual will get exposure and experience in the use and development of interoperability standards, like HL7, and will have the opportunity to work on a wide range of informatics projects including system integration.
RESPONSIBILITIES INCLUDE:
- Complete ELR onboarding using HL7 2.5.1 standards
