Summary: The Regulatory Counsel & Compliance Officer at R Systems will manage compliance and regulatory matters related to MYGA products, ensuring adherence to state and federal regulations. This role involves drafting policies, overseeing licensing processes, and coordinating with external counsel on governance and regulatory strategies. The ideal candidate will have significant experience in insurance regulatory law, particularly in life and annuity sectors, and will thrive in a fast-paced environment. Key Responsibilities:
- Manage MYGA product form and rate filings through the IIPRC/Compact and directly with state departments as applicable
- Draft, review, and maintain compliance policies, procedures, and training materials
- Oversee suitability review processes and ensure compliance with the NAIC Suitability in Annuity Transactions Model Regulation
- Manage producer licensing, appointment, and termination processes
- Coordinate market conduct compliance for IMO/FMO/BGA distribution partners, including onboarding compliance reviews, ongoing monitoring, and corrective action
- Support preparation and timely submission of TDI annual, quarterly and Form D regulatory filings in coordination with the outside counsel
- Coordinate with outside counsel and advisors on corporate governance matters, and state expansion regulatory strategy
- Monitor regulatory developments at the NAIC, TDI, and multi-state level, particularly as they relate to fixed annuity products, suitability, and market conduct
- Assist with due diligence and regulatory aspects of reinsurance agreements and distribution contracts
- Build and maintain the company s compliance management system, including a regulatory calendar and issues log
Key Skills:
- J.D. from an accredited law school; state bar admission required (Texas preferred) or ability to obtain promptly
- 3-7 years of experience in insurance regulatory law or compliance; life and annuity insurer experience strongly preferred
- Familiarity with TDI regulatory processes, the Texas Insurance Code, and NAIC model regulations
- Experience with IIPRC/Compact product filings is a meaningful advantage
- Strong written and verbal communication skills; ability to draft clear, defensible regulatory correspondence and internal policy documents
- Demonstrated ability to manage multiple workstreams independently in a fast-paced environment
