DPP is seeking a Project Manager for an opportunity in Cayce, SC.

Work arrangement:

  • 100% Remote
  • W2 position; 12 months with the possibility of extension

Position summary:
  • The Project Manager will lead and manage cybersecurity-focused IT initiatives that strengthen a public health agency s security posture.
  • This role supports the modernization of systems and environments within the Office of Information Technology (OIT), aligning with the NIST Cybersecurity Framework (CSF) and ensuring compliance with federal and state regulations.
  • The Project Manager will collaborate with IT leadership, technical teams, and business stakeholders to deliver secure, compliant, and high-impact solutions.
  • This is a strategic role requiring strong project management expertise, cybersecurity awareness, and the ability to navigate a regulated public sector environment.
Key duties and responsibilities:
  • Project Documentation & Analysis: Prepare needs analyses, business cases, and feasibility studies. Maintain comprehensive documentation throughout the project lifecycle.
  • Project Lifecycle Management: Manage all phases of small to mid-sized projects initiation, planning, execution, control, and closeout with a focus on cybersecurity and IT modernization.
  • Project Coordination & Methodology: Use established project management methodologies (e.g., PMBOK, Agile, Waterfall) to define, prioritize, and track requirements aligned with business and security goals.
  • Work Planning & Communication: Develop detailed work plans and manage scope, budget, and schedule. Oversee communication plans and provide updates to leadership and stakeholders.
  • Status Reporting & Change Management: Prepare regular status reports. Coordinate change requests and recommend adjustments to project specifications.
  • Risk & Quality Management: Identify risks and implement mitigation strategies. Assist in developing quality management plans and ensure compliance with laws, policies, and cybersecurity standards (e.g., NIST CSF, FISMA).
  • Other Duties as Assigned: Support additional project-related activities to ensure successful delivery of agency initiatives.
Required knowledge, skills, and abilities:
  • Project Management (3-5 years): Proven experience managing IT and security-related projects through the full lifecycle. Strong understanding of PM methodologies. Ability to manage scope, schedule, and budget.
  • Cybersecurity Knowledge (3-5 years): Familiarity with NIST CSF, NIST 800-53, FISMA. Understanding of information security principles and compliance. Experience in government or regulated environments preferred.
  • Technical Acumen (3-5 years): Ability to translate technical requirements into actionable plans. Experience with system integrations, infrastructure upgrades, or application deployments. Proficiency with Microsoft DevOps, SharePoint, MS Project, Excel.
  • Communication & Collaboration: Strong written and verbal communication skills. Experience facilitating meetings and managing stakeholder expectations. Ability to work effectively with cross-functional teams.
  • Documentation & Compliance: Skilled in preparing and maintaining project documentation. Knowledge of IT change management processes. Ability to ensure compliance with agency policies and regulations.
  • Analytical & Problem-Solving Skills: Ability to identify risks, analyze root causes, and implement mitigation strategies. Strong attention to detail and ability to manage multiple priorities.
  • Professionalism & Adaptability: Self-motivated and organized. Capable of working independently with minimal supervision. Flexible and adaptable to changing priorities.
Preferred knowledge, skills, and abilities:
  • 3+ years working with South Carolina state agencies in a project manager role
  • Experience with CDC, HIPAA, and CJIS compliance
  • PMP certification or currently pursuing
Education/equivalency:
  • Bachelor s degree in a relevant field.
  • Equivalent work experience (5+ years) may be considered.
