Project Manager/Business Analyst – Utility Regulatory & CIS Transformation - Remote + Travel - NiSource
Position Overview
We are seeking an experienced Project Manager/Business Analyst to support the regulatory workstream of a large-scale Customer Information System transformation.
This consultant will coordinate regulatory initiatives while translating commission orders, tariffs, compliance commitments, and jurisdiction-specific requirements into actionable business processes and system requirements.
The ideal candidate will combine strong project-management and business-analysis capabilities with hands-on experience in regulated electric or gas utilities.
Experience supporting regulatory requirements across multiple states or utility jurisdictions is strongly preferred.
Key Responsibilities
- Lead the planning, coordination, tracking, and delivery of regulatory initiatives associated with the CIS transformation.
- Partner with Regulatory, Legal, Rates, Billing, Customer Service, Finance, IT, Communications, and program leadership.
- Analyze utility commission orders, tariffs, regulatory commitments, rate-case requirements, and jurisdiction-specific customer-service obligations.
- Translate regulatory requirements into business requirements, functional specifications, process flows, business rules, user stories, and acceptance criteria.
- Identify differences among state and jurisdictional requirements and document their impacts on customer, billing, collections, payment, service-order, notification, and reporting processes.
- Facilitate requirements workshops, regulatory-impact sessions, stakeholder interviews, and solution-validation meetings.
- Maintain requirements traceability from the original regulatory obligation through solution design, testing, implementation, and compliance validation.
- Manage project plans, schedules, milestones, dependencies, risks, issues, decisions, and action items.
- Prepare status reports, executive presentations, regulatory-readiness updates, decision logs, and RAID documentation.
- Coordinate with CIS functional teams, solution architects, integration teams, developers, testers, data-conversion teams, vendors, and implementation partners.
- Support solution-design reviews to confirm that regulatory and business requirements are addressed accurately.
- Develop and validate test scenarios covering state-specific and jurisdiction-specific business requirements.
- Support System Integration Testing, User Acceptance Testing, defect triage, cutover, production readiness, go-live, and post-production stabilization.
- Track regulatory commitments and provide clear evidence that implemented solutions satisfy applicable requirements.
- Escalate regulatory, operational, schedule, and solution risks to program leadership.
- Ensure project documentation remains accurate, current, and audit-ready throughout the program lifecycle.
Required Qualifications
- 7+ years of combined project-management, business-analysis, regulatory, or utility-transformation experience.
- Direct experience within a regulated electric or gas utility is required.
- Demonstrated experience working with public utility commissions, public service commissions, regulatory organizations, or internal utility regulatory teams.
- Experience supporting regulatory filings, commission orders, tariffs, rate cases, cost-recovery mechanisms, compliance commitments, or regulatory data requests.
- Ability to interpret regulatory requirements and translate them into business and system requirements.
- Strong experience with requirements gathering, process analysis, documentation, traceability, risk management, and stakeholder coordination.
- Experience managing projects or workstreams involving multiple business and technical teams.
- Strong understanding of utility customer operations, including billing, rates, payments, collections, customer service, service initiation and termination, and customer communications.
- Experience developing business requirements, functional requirements, process flows, business rules, user stories, acceptance criteria, test scenarios, and executive reports.
- Excellent facilitation, presentation, written communication, and stakeholder-management skills.
- Ability to communicate effectively with regulatory specialists, business leadership, technical teams, architects, vendors, and executive stakeholders.
- Ability to manage competing priorities in a fast-paced enterprise-transformation environment.
Preferred Qualifications
- Experience managing regulatory requirements across multiple states, commissions, or utility jurisdictions.
- Experience supporting a major CIS implementation, modernization, or replacement program.
- Knowledge of SAP IS-U, SAP S/4HANA Utilities, Oracle Utilities, or another enterprise CIS platform.
- Understanding of meter-to-cash processes and the relationship among CIS, Billing, FI-CA or payments, CRM, AMI/MDMS, and customer-facing applications.
- Experience supporting regulated utility mergers, acquisitions, jurisdictional consolidation, or business-process standardization.
- Experience with Agile, Waterfall, or hybrid delivery methodologies.
- Experience using Jira, Confluence, Microsoft Project, SharePoint, Visio, or comparable project and requirements-management tools.
- PMP, CBAP, PMI-PBA, Agile, or related certification is preferred.

The ideal candidate is a hands-on utility regulatory professional who can operate effectively as both a Project Manager and Business Analyst.
This individual will be comfortable working with senior regulatory and business stakeholders, facilitating detailed requirements discussions, coordinating cross-functional delivery, and ensuring that jurisdiction-specific obligations are accurately reflected in the future CIS solution.
