Summary: The LCTS Project Manager role is focused on leading a significant policy and transformation programme aimed at redesigning the Council Tax Support scheme in North London. This position involves overseeing the entire delivery process, from initial modelling and public consultation to final implementation and reporting to the Cabinet. The role requires strong stakeholder engagement and coordination across multiple workstreams to ensure compliance with statutory requirements. The contract is for 3 months with a high chance of extension.
Key Responsibilities:
- Lead the full end-to-end delivery of the Council Tax Support programme.
- Coordinate a 12-week public consultation.
- Manage the production of Equality Impact Assessments and support policy analysis.
- Work closely with Legal, Finance, Communications, ICT/NEC, Digital teams, and senior stakeholders.
- Oversee reporting to Cabinet and Full Council.
- Ensure all statutory requirements are met.
- Manage the implementation of the new scheme into the annual billing process.
- Coordinate multiple workstreams and manage risks effectively.
Key Skills:
- Proven experience delivering complex public sector policy or transformation projects.
- Strong background in consultation-heavy or politically sensitive programmes.
- Excellent stakeholder management skills with senior officers and elected Members.
- Experience managing governance, reporting, EQIAs, or statutory processes.
- Ability to coordinate multiple workstreams (policy, legal, ICT, finance).
- Strong analytical skills and ability to interpret modelling outputs.
- Local authority experience is essential.

This is a flagship policy and transformation programme focused on redesigning the Council Tax Support scheme ahead of its statutory adoption deadline. The role will lead the full end-to-end delivery of the programme, from early modelling and consultation through to Cabinet approval and system implementation.
Key responsibilities include leading programme planning and governance, coordinating a 12-week public consultation, and managing the production of Equality Impact Assessments and supporting policy analysis. You’ll work closely with Legal, Finance, Communications, ICT/NEC, Digital teams and senior stakeholders including Members and CLT. You will also oversee reporting to Cabinet and Full Council, ensure all statutory requirements are met, and manage the implementation of the new scheme into the annual billing process. Strong coordination of multiple workstreams, risk management and stakeholder engagement will be critical.
