Summary: We are looking for a Programme Manager to oversee large-scale programme delivery within NHS and UK Government settings. This role requires a blend of strategic leadership and hands-on management from the bid stage through to full delivery. The successful candidate will manage complex programmes with significant contract values while ensuring compliance and operational success. Proven experience in public-sector transformation and strong stakeholder engagement is essential.

Key Responsibilities:

  • Leading end-to-end bid and tender processes for significant public-sector transformation programmes.
  • Owning major programme delivery from award through execution, ensuring high-quality governance, commercial control, and operational success.
  • Managing complex, multi-workstream programmes with a Total Contract Value between £40m and £100m.
  • Working closely with senior stakeholders across the NHS, Government departments, and partner organisations.
  • Driving PMO standards, risk management, resource planning, and benefit realisation.
  • Ensuring delivery aligns to contractual, regulatory, and compliance requirements—particularly in sensitive or secure environments.

Key Skills:

  • Proven track record leading large, complex, multi-year programmes within NHS or UK Government.
  • In-depth practical knowledge of TUPE regulations and experience managing the transfer of large employee groups.
  • A relevant professional qualification (e.g., PRINCE2 Practitioner, PMP, APM Registered Project Professional).
  • Strong experience in competitive tendering, bids, commercial negotiation, and programme mobilisation.
  • Comfortable operating at executive level with strong governance, financial oversight, and delivery assurance.
  • Security Clearance (SC) is highly desirable; candidates must be eligible for clearance as a minimum.
