Summary: The role involves leading the TalentStream program within a Managed Service Provider (MSP) framework, focusing on program governance, operational excellence, and stakeholder management. Key Responsibilities:
- Program Management of the MSP program, including leadership and governance.
- Conduct monthly operational reviews, quarterly supplier reviews, and executive steering routines.
- Monitor KPIs, SLAs, and adoption metrics, ensuring clear issue tracking and timely escalation.
- Establish and enforce a governance structure, including Executive Steering Committee and Supplier Performance Reviews.
- Develop and maintain a stakeholder map across various departments.
- Build and maintain a comprehensive program dashboard with KPIs.
- Develop issue logs, SLA trackers, and risk registers to monitor program health.
- Execute phased roadmap for program delivery.
- Drive resolution of onboarding and access delays.
- Lead workflow optimization efforts and partner with Finance for accurate reporting.
- Implement improved workflow design to eliminate bottlenecks.
- Oversee supplier compliance and performance reviews.
- Manage program communications and stakeholder engagement routines.

Program Management of our MSP program
Program Leadership & Governance
Serve as day-to-day lead for the TalentStream program, partnering with Tapfin MSP and internal stakeholders.
Stand up and run monthly operational reviews, quarterly supplier reviews, and executive steering routines.
Monitor KPIs, SLAs, and adoption metrics, ensuring clear issue tracking and timely escalation.
Establish and enforce a clear governance structure, including Executive Steering Committee, Operational Governance forums, and Supplier Performance Reviews.
Define meeting cadences, agendas, and escalation pathways to ensure transparency, accountability, and timely issue resolution.
Develop and maintain a stakeholder map across P&C, Procurement, Finance, IT, and Brands to ensure alignment and clarity of roles.
Program Tracking & Reporting
Build and maintain a comprehensive program dashboard with KPIs for onboarding, time-to-fill, supplier compliance, cycle time efficiency, and cost savings.
Develop issue logs, SLA trackers, and risk registers to monitor program health.
Partner with Finance and Procurement to publish consolidated monthly and quarterly reports on spend, adoption, and supplier performance.
Program Roadmap Delivery
Execute phased roadmap:
Aug Sep 2025: Onboarding & assessment, stakeholder mapping, dashboards
Q4 2025: Stabilization, optimization, and supplier reviews
Early 2026: Transition to steady-state ownership with internal teams
Operational Stabilization
Drive resolution of onboarding and access delays (contractors, suppliers, cost centers, provisioning).
Lead workflow optimization efforts, including proxy/delegate framework and reduction of manual reconciliations.
Partner with Finance to enable accurate and visible reporting and prevent billing/reconciliation errors.
Operational Excellence
Implement proxy/delegate frameworks and improved workflow design to eliminate bottlenecks.
Ensure data accuracy and integrity across Oracle, Beeline, and TalentStream reporting.
Drive continuous improvement initiatives with Tapfin to optimize VMS functionality and supplier performance.
Supplier & Stakeholder Management (In partnership with TalentStream PMO Procurement Lead)
Oversee supplier compliance, scorecards, and performance reviews.
Partner with Procurement to consolidate and optimize supplier base.
Ensure consistent engagement of Hiring Managers, Coaches, PCBPs, and Finance in processes.
Change Management & Communication (In partnership with TalentStream PMO P&C Lead)
Oversee program communications, training updates, and stakeholder engagement routines.
Reinforce unified communication channels and ensure teams and brands remain aligned.
Qualifications & Experience
Proven experience leading enterprise-wide workforce or vendor management programs (MSP/VMS experience preferred).
Deep knowledge of program governance, supplier management, and contingent workforce models.
Strong ability to navigate ERP/VMS/HR systems (Oracle, Beeline, or similar).
Skilled at cross-functional stakeholder engagement (P&C/HR, Procurement, Finance, IT, Legal, Business Units).
Track record of driving operational stabilization in high-change, complex, matrixed environments.
Excellent communication, change management, and leadership capabilities.
Success Measures
All ARL contractors and suppliers onboarded and visible in Beeline by end of Jan 2026.
Governance structure in place with functioning Steering Committee, Operational Reviews, and Supplier Reviews.
Documented playbook for program governance, workflows, and stakeholder engagement delivered by end of assignment to enable seamless handover.
Reduction in onboarding cycle times and manual reconciliations.
Full visibility of spend through Beeline reporting.
TalentStream dashboard launched and actively used by leadership, with clear visibility into contractor headcount, spend, supplier scorecards, and KPIs.
Increased stakeholder adoption and confidence in TalentStream.
Transition to a steady-state governance and ownership model by Q1 2026.
