Summary: The role of Procurement Consultant involves leading the design and implementation of a decentralised procurement operating model for a national not-for-profit organisation. The consultant will work independently to create a comprehensive operating framework that empowers teams while ensuring compliance and efficiency. Key Responsibilities:
- Defining what "decentralised procurement" means in operational terms
- Designing and documenting the operating model, including roles, responsibilities, and workflows
- Developing governance frameworks, policies, and spending controls
- Establishing approval thresholds (e.g. £25k, £100k) and due diligence requirements
- Creating process documentation, templates, and practical tools for use across teams
- Building a clear implementation roadmap, training materials, and communication plans
Key Skills:
- Proven experience leading procurement operating model design projects, ideally involving decentralisation or federated models
- Deep understanding of policy creation, governance frameworks, and process design
- Ability to work autonomously, take ownership of deliverables, and manage stakeholders at senior levels
- A strategic mindset - able to solve systemic issues, not just transactional challenges
- Excellent written communication skills to produce clear documentation, frameworks, and training content

We're seeking an experienced Procurement Consultant to lead the design and delivery of a decentralised procurement operating model for a national not-for-profit organisation undergoing transformation.
This is a hands-on consultancy assignment for a senior professional who can own the project plan from design through implementation, working independently with minimal oversight to deliver a complete operating framework.
The organisation is transitioning from a centralised procurement model to a decentralised structure that empowers individual teams to manage their own purchasing - within a robust governance and control environment.
Responsibilities:
Defining what "decentralised procurement" means in operational terms
Designing and documenting the operating model, including roles, responsibilities, and workflows
Developing governance frameworks, policies, and spending controls
Establishing approval thresholds (e.g. £25k , £100k ) and due diligence requirements
Creating process documentation, templates, and practical tools for use across teams
Building a clear implementation roadmap, training materials, and communication plans
The goal is to replace ad hoc, reactive procurement with a structured, scalable model that enables local accountability while maintaining compliance and efficiency.
About You:
Proven experience leading procurement operating model design projects, ideally involving decentralisation or federated models
Deep understanding of policy creation, governance frameworks, and process design
Ability to work autonomously, take ownership of deliverables, and manage stakeholders at senior levels
A strategic mindset - able to solve systemic issues, not just transactional challenges

Experience in the public sector, charity, or NHS environments is helpful but not essential.
