Summary: The Legislation Registers and Compliance Reporting Consultant role involves maintaining and updating legislation registers and producing compliance reports within a safety-critical, highly regulated environment. The position requires SC clearance and offers remote work with occasional travel. The consultant will provide subject matter expert advice on compliance queries and support governance meetings. Proven experience in compliance reporting and a strong understanding of UK regulatory frameworks are essential for this role.
Key Responsibilities:
- Maintain and update the legislation register for applicable UK legal/regulatory requirements (using agreed tools eg, Lexis Library/SIMPLIFi).
- Produce the annual Legislation Compliance Report, including review/update cycle and environmental considerations.
- Complete up to three areas-of-concern deep dives per year and integrate findings/recommendations.
- Provide SME advice on compliance queries; assess impacts and support closure of actions.
- Support governance meetings.
- Maintain audit trail/records, follow QMS and agreed communication routes (technical via Technical Contact; commercial via Commercial Contact); support briefings/knowledge transfer as required.
- Legislation register maintained and evidenced throughout the assignment.
- Annual Legislation Compliance Report (date agreed), including environmental considerations and up to three areas-of-concern reviews.
- Brief progress updates for governance; meeting inputs/actions support (ALCOM/Shore support) as required.
- Training/briefing materials and contribution to lessons learned/PTE as needed.
- Technical communications, priorities and progress reporting.
- Commercial/contract correspondence.
- Governance forums & stakeholders: ALCOM/Shore support meetings; site contacts; MoD and policy/process owners; safety/environment SMEs; engineering/assurance functions.
Key Skills:
- Nationality: Sole British national (required due to security constraints).
- Security clearance: SC cleared or eligible and able to obtain/transfer SC promptly.
- Proven experience delivering legislation registers and compliance reporting in a safety-critical, highly regulated environment.
- SQEP equivalent to Senior Safety & Reliability Engineer; strong working knowledge of relevant UK HSE/environment/engineering regulatory frameworks.
- Able to interpret legislation, assess impact, produce evidence-based reports/recommendations, and manage stakeholders with minimal supervision.
- Strong MS Office skills; comfortable maintaining registers/evidence packs; willing to travel to HMNB Clyde as required.
- CEng/IEng (or relevant degree) and professional membership (eg, IOSH/IET/BCS).
- Defence maritime/submarine support experience; familiarity with MoD interfaces/governance.
- Experience with Lexis Library, SIMPLIFi (or similar) and reviewing ALARP-based safety/environment documentation.
