On behalf of Department for Education (DfE), we are looking for a Learning Designer (Inside IR35) for a 3 months contract based in London and would consider this role being remote as team dispersed around the country.
We are seeking an experienced Learning Designer to support the development of the Universal Policy Learning (UPL) Curriculum, a flagship cross-government learning initiative being delivered by the Policy Profession Unit within the Department for Education.
Working closely with subject matter experts and stakeholders, you will transform existing policy content into high-quality learning products using a blend of facilitated, virtual and digital learning approaches.
This is an exciting opportunity to shape the learning experience for policy professionals across government by designing engaging, accessible and impactful learning solutions aligned to the Policy Profession Standards.
As a Learning Designer, your main responsibilities will be:
- Conduct learning needs analysis and define measurable learning outcomes.
- Design, develop and implement engaging learning solutions using a variety of modalities including digital learning, virtual instructor-led training, facilitated workshops, performance support materials and assessments.
- Create detailed learning design documentation including learning journeys, storyboards, facilitator guides and learner materials.
- Develop facilitator scripts, session plans and supporting resources to enable consistent delivery.
- Produce learning materials including presentation decks, participant handouts, activity resources and takeaway desk notes.
- Utilise digital learning platforms and learning management systems to support the design and delivery of learning solutions.
- Apply instructional design methodologies and adult learning principles to create accessible, inclusive and user-centred learning experiences.
- Lead review and quality assurance processes, incorporating stakeholder feedback whilst maintaining learning effectiveness and curriculum consistency.
- Design and implement learning evaluation approaches, including learner feedback mechanisms, assessment strategies and performance measurement frameworks.
- Analyse evaluation data and provide recommendations for continuous improvement.
- Collaborate effectively with policy experts, programme teams and wider stakeholders throughout the design lifecycle.
Essential
Proven experience designing and developing end-to-end learning solutions within complex organisations.
Strong instructional design expertise across classroom, virtual and digital learning environments.
Experience creating learning storyboards, detailed facilitator guides and learning scripts.
Demonstrable experience producing engaging learner materials and performance support resources.
Knowledge of learning evaluation methodologies and approaches for measuring learning effectiveness and impact.
Experience using digital learning systems, authoring tools and learning management platforms.
Strong stakeholder management and collaboration skills.
Excellent written communication skills with the ability to translate complex subject matter into engaging learning content.
Good understanding of accessibility standards and inclusive learning design principles.
Desirable
Experience designing learning solutions focused on public policy, government capability or professional standards frameworks.
Knowledge of policy development processes and public sector learning environments.
Experience incorporating AI-enabled tools and technologies into learning design and content development.
Understanding of emerging approaches to AI learning design, adaptive learning and personalised learning experiences.
Experience working within central government or the wider public sector.
