Summary: The role of ITIL Change Manager involves leading transformation initiatives within a large-scale government programme, focusing on the development and implementation of a new organisation-wide support model for data management. The ideal candidate will possess extensive experience in change management for IT solutions, particularly within government settings, and will be adept in structured frameworks like ITIL and Prosci ADKAR. This position requires strong facilitation skills and a proven track record in delivering complex change across multiple organisations. The role is remote and outside IR35, with an immediate start date.

Key Responsibilities:

  • Lead change management initiatives for IT solutions within government programmes.
  • Develop and embed a new organisation-wide support model for managing and using data.
  • Utilize structured frameworks such as Prosci ADKAR, ITIL, and MSP/PRINCE2 Agile.
  • Shape and lead contributions to business cases for new public-sector services.
  • Define, evidence, and assess the benefits of new services and products.
  • Design organisational models that span multiple stakeholders and suppliers.
  • Deliver change across large, complex, multi-organisation programmes.
  • Facilitate workshops, co-design activities, and governance forums.

ITIL / Operating Model / Service Design Outside IR35 | Remote | Start ASAP | £500 - £550 | 3 months

SR2 is working with a consultancy on a large scale government programme. We are looking for a Change Manager / Transformation Manager, who has a wealth of experience working on technical programmes within government. The successful candidate will have experience on change programmes for IT solutions such as ITIL / Operating Model / Service Design.

This transformation programme is looking at building and embedding a new organisation-wide support model for managing and using data, including new processes, governance, tooling, and ways of working. Recent proven experience working with agile delivery environment and adhering to Government Digital Service Standards. Practical experience using structured frameworks such as Prosci ADKAR, ITIL, and MSP/PRINCE2 Agile. Deep knowledge of service transition, organisational change, and benefits realisation methodologies.

Experience shaping and leading contributions to business cases for new public-sector services. Ability to define, evidence, and assess the benefits of new services and products. Proven capability in designing organisational models that span multiple stakeholders and suppliers Track record of delivering change across large, complex, multi-organisation programmes. Strong facilitation skills, including leading workshops, co-design activities, and governance forums.
