Seeking an Instructional Design Contractor
to support development of end-user training and learning assets for Oracle Fusion and related Financial Transformation initiatives. The contractor will partner with Finance, Information Technology Services (ITS), project teams, subject matter experts (SMEs), Enterprise Change Management (OCM), and business stakeholders to design, develop, and refine engaging learning experiences that prepare employees to successfully adopt new systems, processes, and ways of working. The primary focus will be development of scalable, role-based training for Oracle Fusion modules and supporting business processes.
Key Responsibilities
Design and develop role-based end-user training curriculum for Oracle Fusion modules and related business processes.
Partner with business SMEs, project teams, and OCM resources to gather requirements, document learning needs, and translate technical information into clear, user-friendly training content.
Create a variety of training assets including e-learning modules, instructor-led training materials, facilitator guides, participant guides, job aids, quick reference guides, knowledge articles, and process documentation.
Develop realistic business scenarios, simulations, exercises, and hands-on learning activities that reinforce adoption and practical application.
Ensure training materials align with approved business processes, system configuration, organizational policies, and change management objectives.
Conduct content reviews, incorporate stakeholder feedback, manage revisions, and maintain version control of training materials.
Support training delivery readiness activities including train-the-trainer preparation, learning assessments, evaluation surveys, and continuous improvement recommendations based on learner feedback.

- Instructor-led training presentations
- E-learning/storyboard designs
- Facilitator guides
- Participant guides
- Quick reference guides (QRGs)
- Job aids and process maps
- Knowledge articles for employee self-service
- Learning assessments and knowledge checks
- Training evaluation surveys
- Oracle Guided Learning content recommendations and scripts
- Learning asset inventory and maintenance documentation
- Training standards/templates for future enterprise initiatives
Required Qualifications (Must-Have) Experience
5+ years of instructional design experience supporting enterprise software implementations
3+ years developing training for Enterprise Resource Planning (ERP) systems or comparable business applications
Experience working with large-scale organizational transformation initiatives
Technical Skills
Proficiency with Microsoft PowerPoint, Word, Excel, and Teams
Experience with e-learning authoring tools such as Articulate 360, Camtasia, or similar platforms
Experience with Learning Management Systems, such as Workday LMS
Experience designing instructor-led, virtual, and self-paced learning experiences
Ability to create professional job aids, guides, and process documentation
Strong information architecture and content organization skills
Domain Expertise
Experience supporting Oracle Fusion training initiatives preferred, including one or more of the following:
- Enterprise Resource Planning (ERP)
- Supply Chain Management (SCM)
- Enterprise Planning and Budgeting Cloud Service (EPBCS)
- Project Portfolio Management (PPM)
- Account Reconciliation Cloud Service (ARCS)
- Enterprise Data Management (EDM)
- Experience translating complex finance, procurement, sourcing, planning, or operational processes into end-user learning content
Certifications & Education Preferred but Not Required
Master’s degree in Instructional Design, Educational Technology, Learning Experience Design, or a closely related field
- Certified Professional in Talent Development (CPTD)
- ATD Instructional Design Certificate
- Relevant Oracle University Training or Oracle Cloud Certifications
Preferred Qualifications (Nice-to-Have)
Prior experience supporting Oracle Fusion implementations
Experience working in healthcare, nonprofit, higher education, or mission-driven organizations
Familiarity with Change Management principles and adoption strategies
Experience supporting train-the-trainer programs
Experience developing content for Finance, Procurement, Supply Chain, or Planning functions
Knowledge of adult learning principles and user-centered design methodologies
Experience supporting learning management systems (LMS) and learning analytics
Ability to work independently in a fast-paced project environment with evolving requirements
