Summary: The Governance and Regulatory Lawyer will join a reputable combined authority on a locum contract to provide legal advice on governance, devolution, and regulatory matters related to police and crime. This role is remote and offers flexibility for both full-time and part-time candidates, with an initial contract of three months and potential for extension. The lawyer will serve as the primary legal advisor to the Mayor and Deputy Mayor, addressing various governance and regulatory issues. Significant public sector legal experience, particularly with police and crime entities, is essential for this position.

Key Responsibilities:

  • Advise on the implementation and interpretation of legislation, case law, and statutory guidance related to Local Government administration, Police and Crime Commissioner functions, and devolved powers.
  • Advise Members and senior officers on all matters of Governance and Regulatory law.
  • Act as the day-to-day lead legal advisor to the Mayor and Deputy Mayor Policing & Crime regarding Police and Crime functions.
  • Attend and advise at the Joint Independent Audit and Ethics Committee as required.
  • Conduct investigations into complaints regarding Members, the Mayor, and Board Members, preparing reports and recommendations for the Governance and Audit Committee and/or Police and Crime Panel.
  • Assist the Assistant Director of Legal, Governance & Compliance with advice on powers, authority, maladministration, financial impropriety, and policy framework issues.
  • Ensure sound procedures support governance arrangements and adapt these to changes, including devolution of new functions.
  • Play a key role in developing governance arrangements in response to policy initiatives and PCC Functions, leading joint governance meetings with the Chief Constable and Police.

Governance and Regulatory Lawyer – Police and Crime Public Sector – Combined Authority Locum Contract £ Competitive Remote A reputable and well-established combined authority is seeking a lawyer to join them on a locum contract, to advise on governance, devolution and regulatory matters in relation to police and crime . The successful lawyer will be joining this esteemed organisation on a locum basis, for an initial 3-month contract but with the view to extend further. Remote working is available for this role, and we encourage applications from both full-time and part-time candidates.

Responsibilities will include:

  • Advise on the implementation and interpretation of legislation, case law and statutory guidance in relation (but not limited) to Local Government administration, Police and Crime Commissioner functions, and devolved powers and functions
  • Advise Members and senior officers in relation to all matters of Governance and Regulatory law
  • Act as the day to day lead legal advisor to the Mayor and the Deputy Mayor Policing & Crime in respect of Police and Crime functions and attend and advise as required at the Joint Independent Audit and Ethics Committee
  • Conducting investigations into complaints received in relation to Members, the Mayor and Board Members and prepare reports and recommendations as necessary to the Governance and Audit Committee and/or Police and Crime Panel
  • Assist the Assistant Director of Legal, Governance & Compliance by providing advice on the scope of powers and authority to take decisions, maladministration, financial impropriety, probity and budget and policy framework issues
  • Assist the Assistant Director of Legal, Governance & Compliance in ensuring that sound procedures are in place to support governance arrangements and review and develop these to match the changing environment including changes through devolution of new functions.
  • Play a key role in developing such arrangements in response to policy initiatives and PCC Functions including leading joint governance meetings with the Chief Constable and Police.
