Summary: The role of Expert RFP Writer involves assisting with the development of solicitation packages, market and sourcing strategy advisory, evaluation and selection planning, and implementation readiness support for correctional agencies' communication systems. The position is fully remote and requires collaboration with state staff to ensure compliance with specific requirements and mandates. The candidate will also provide insights into vendor approaches and assist in drafting RFP components. Proven experience in the correctional sector and familiarity with relevant regulations is essential for success in this role.
Key Responsibilities:
- Assist with Solicitation Package Development, including reviewing documentation and drafting requirements.
- Facilitate working sessions to confirm business, functional, technical, and compliance requirements.
- Meet with State staff to understand specific RFP requirements and rules.
- Ensure alignment with compliance mandates.
- Provide walkthroughs and feedback sessions for stakeholders.
- Assist in drafting RFP components that align with State contracting requirements.
- Advise on vendor approach, landscape, and industry best practices.
- Identify innovative delivery models and provide benchmarking insights.
- Support in defining the vendor evaluation process and drafting evaluation considerations.
- Support State staff around vendor communications.
- Identify critical success factors and risks for implementation readiness.
- Provide governance, resource planning, and vendor management recommendations.
- Future phases may include Independent Verification and Validation (IV&V) work.

- Proven experience with correctional agencies' communication systems.

Phase 1 Deliverables:

- Facilitate working sessions to confirm and refine business, functional, technical, and compliance requirements.
- Meet with State staff to understand MN specific RFP requirements and rules.
- Ensure alignment with compliance mandates (e.g., Martha Wright-Reed Act).
- Provide walkthroughs and feedback sessions for stakeholders.
- Assist State staff in drafting RFP components, which align with State contracting requirements, such as Background and Vision, Functional and Non-functional Requirements, Technical Requirements, Statement of Work, Response Templates, Cost Proposal Format, and Evaluation Criteria.
- Advise on vendor approach, vendor landscape, and industry best practices.
- Identify innovative delivery models.
- Provide benchmarking insights on pricing models and SLA frameworks.
- Support in defining the vendor evaluation process.
- Draft evaluation considerations to be used as a guide for staff scoring and demo scripts.
- Support State staff around vendor communications (e.g., Q&A sessions).
Deliverable #4: Implementation Readiness Support
- Identify critical success factors and risks.
- Provide governance, resource planning, and vendor management recommendations.
Future Phases Tasks and Deliverables
To be determined scope of future phases will come at the completion of Phase 1 but could include services such as Independent Verification and Validation (IV&V) work.
