Overview

Knowledge Services is seeking a remote e-Learning Content Development Consultant for a contract through the end of December 2025 (potential for extension) with the State of Maine Office of Technology.

  • Applicants must possess experience developing content for Learning Management Systems (LUMEN preferred)

Responsibilities

e-Learning Content Development Consultant Responsibilities:

• The State of Maine is implementing a new enterprise learning management system, Lumen. This system provides a single source for all training and education for all employees and external partners.

• MaineIT seeks to create documentation and content for its processes and procedures that will be made available to all MaineIT staff in Lumen. MaineIT will offer this service to other State agencies as they are brought into the system.

• Create content that provides instructional learning about programs, processes and critical procedures.

• The State of Maine is looking for a Learning Consultant to evaluate content creation requests (priority, scope, and business need) to present to the Content Development Team, build relationships with various departments and agencies to improve enrollment, and identify and document learning needs.

• The ideal candidate will possess excellent written and verbal communication skills and be a team player.

• They will have LMS experience managing administration tasks, generating reports, and be effective as a liaison between the content team and various departments and agencies.

• They will also be expected to provide input into the analysis and delivery of various e-Learning modules. This includes all phases of delivery from intake, analysis, development, QA (validating operational success), and implementation.

Qualifications

e-Learning Content Development Consultant Required Skills:

• Must have at least 3-5 years of experience developing content for Learning Management Systems (LUMEN preferred)

• Experience as a Business Systems Analyst which includes all phases of delivery from intake, analysis, development, QA (validating operational success), and implementation.

• Experience in relationship building• Experienced in the documentation of existing and new processes and procedures
