Key Responsibilities:

  • Conduct project readiness assessments for data monitoring system implementations within California public sector agencies or law enforcement organizations.
  • Develop procurement strategies for technology modernization initiatives involving data collection and reporting systems for California state entities.
  • Design and implement data strategy and governance frameworks for large California state entities, including policies, standards, and processes for data quality and compliance.
  • Create and complete Requests for Proposals and develop system requirements for large-scale IT solutions.
  • Provide evaluation and selection assistance for large-scale IT solutions for State of California departments.

  • Minimum of five years of experience in data governance.

Mandatory skills

  1. Must have a minimum of five (5) years of experience in data governance. All experience used to meet the minimum requirements must have occurred within the last seven (7) years.
  2. Must have experience conducting project readiness assessments for a minimum of one (1) data monitoring system implementations within California public sector agencies or law enforcement organizations. All experience used to meet the minimum requirements must have occurred within the last seven (7) years.
  3. Must have proven expertise in developing procurement strategies for a minimum of one (1) technology modernization initiative involving data collection and reporting systems for a California state entity. All experience used to meet the minimum requirements must have occurred within the last seven (7) years.
  4. Must have experience designing and implementing data strategy and data governance frameworks for a minimum of one (1) large California state entity, including the development of policies, standards, and processes to ensure data quality, security, and regulatory compliance. All experience used to meet the minimum requirements must have occurred within the last seven (7) years.
  5. Must have a bachelor s degree in an IT-related field.

Desirable Requirements

  1. Must have experience with: 1) creating and completing a minimum of two (2) Requests for Proposals, and 2) developing system requirements for a minimum of two (2) large-scale IT solutions, with a minimum of one (1) engagement involving law enforcement-specific requirements. All experience used to meet the minimum requirements must have occurred within the last seven (7) years.
  2. Must have experience providing evaluation and selection assistance for a minimum of two (2) large-scale IT solutions for State of California departments within the past five (5) years. All experience used to meet the minimum requirements must have occurred within the last seven (7) years.
  3. Must have current Certified Data Governance Professional certification.
  4. Must have current Certified Data Management Professional certification.
  5. Must have current data governance-related professional certification(s).
  6. Must have an advanced degree (master s or PhD) in an IT-related field.
  7. Must have an advanced degree in Data Analytics, Information Technology Management, or a related field.
