Summary: The Commercial Officer role involves supporting the People and Professional Services Pillar within the BlueLight Commercial team, focusing on cost savings and operational performance improvements. Responsibilities include contract management, market analysis, and stakeholder engagement to optimize procurement strategies. The position offers a collaborative and agile work environment, emphasizing professional development and team support. This is a full-time, 18-month fixed-term contract based in Wales, United Kingdom.

Key Responsibilities:

  • Support the creation and development of category strategies throughout the commercial lifecycle.
  • Assist in commercial and contractual negotiations, ensuring timely contract delivery.
  • Manage low-risk contracts and collaborate with stakeholders to mitigate risks.
  • Conduct research and maintain knowledge of procurement trends and best practices.
  • Develop and manage sourcing strategies, leading low-risk sourcing activities.
  • Produce business cases for small level spend and support risk appraisal.
  • Conduct supplier analysis and market research to identify risks and trends.
  • Complete documentation for procurement decision-making processes.
  • Build effective relationships with suppliers and stakeholders.
  • Gather and analyze data for financial planning and forecasting.
  • Work collaboratively as part of a high-performing team and autonomously as needed.
  • Undertake additional tasks as directed by the line manager.

Key Skills:

  • A level qualification (or equivalent) and CIPS Level 3 qualified or minimum 2 years’ experience in a commercial environment.
  • Knowledge of selection and award criteria in RFQ or tender processes.
  • Experience in supporting minimal risk projects through the commercial lifecycle.
  • Experience in commercial and contractual negotiations.
  • Ability to conduct spend analysis and contribute to recommendations.
  • Experience in stakeholder management and effective communication.
  • Working knowledge of EU regulations and social value tools in commercial activities.
  • Excellent organizational and prioritization skills.
  • Strong written communication skills for producing varied documents.
  • Proficient in project management and IT skills, including Microsoft/Office 365.
