COBOL Developer - Level III (Remote): Location work will be performed: - VA Remote Job Title: IT - Software Engineer V

Description:
Address Management System (AMS) is responsible for every address in the United States. We are working on an Automated Rural AMS Edit Book Update process. AMS is a coded in COBOL, we have a DB2 DB, and Neon Servers on the mainframe. We are looking for an experienced COBOL developer to help us code, test, research existing processes to meet the timeline for this project. Project was initiated by the Rural Route Optimization team, with an aggressive timeline. Project has been expanded to include 3 phases. Phase 1 is completed. Phase 2 needs to be coded to update links to Jackpot HiRise defaults, add bi-directional cancellation processes, & update effective dates of transactions between the 2 systems, & some other minor issues. These need to be completed prior to a National Rollout in FY25. Phase 3 will add additional, more complex transactions.

Skillet:

  • 10+ years experience with COBOL & DB2.
  • Experience with Changeman to create packages and promote code.
  • Ability to scan libraries to find instances of key words / phrases to help research issues.
  • May lead project teams within assigned unit develop, plan and manage project tasks
  • Respond to incidents in ServiceNow
  • Create ServiceNow Change requests following Client processes
  • Participate in meetings relating to specific technical projects or tasks
  • Ability to develop and maintain IT documentation.
  • Independently analyzes and develops innovative resolutions for complex problems, implements solutions

Additional Required Skills/Experience:
A minimum of ten (10) to twelve (12) years relevant experience.
A degree from an accredited College/University in the applicable field of services is required. If the individual's degree is not in the applicable field then four additional years of related experience is required.
Typically performs all functional duties independently.
Note: Special credentials (licenses and/or certifications) may be required at the Task Order level on a case-specific basis."

Additional Provisions:
Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.
Once candidate s resume is approved and interview passed, the agency is responsible for providing drug screening. Failure to submit the drug screening results will delay the security clearance process.
If a candidate is given an interim clearance, continuation of employment is then based on the candidate receiving a sensitive clearance.
Candidate must have lived in the US for the past 5 years.
Cannot have more than 6 months travel outside the United States within the last five years. Military Service excluded. (Exception does not include military family members.) All overtime must be pre-approved in writing by the client manager or his/her designated representative.
Agency will not be reimbursed for overtime charges without previous written authorization. Authorized overtime will be reimbursed at straight time.
