Summary: My market leading client is seeking a Change Manager with strong consultancy and GDS/Public Sector experience for a 6-month remote assignment. The role focuses on preparing a customer for a key technology switchover, with a preference for candidates experienced with DEFRA or GIS-based technologies. The ideal candidate should be available to start within the next few weeks.

Key Responsibilities:

  • Develop and own the programme change management strategy and roadmap from OBC to FBC and into delivery.
  • Lead detailed stakeholder analysis and profiling across Defra group and ALBs, including influence/impact mapping and targeted engagement planning.
  • Refresh and deliver communications and engagement plans using learning from Alpha and emerging Beta findings.
  • Plan and facilitate change impact assessments, identifying impacts across processes, roles, systems, behaviours, data, capability and readiness.
  • Translate change impacts into actionable interventions, including communications, training, business readiness, process support, guidance and adoption activities.
  • Define and embed change governance, including clear ownership, escalation routes, reporting cadence and decision-making forums.
  • Establish and coordinate a Change Champion network across ALBs and targeted business areas.
  • Support completion and maintenance of as-is and to-be process mapping and gap analysis, using outputs to inform readiness and board reporting.
  • Identify readiness gaps across skills, processes, technology, support arrangements and operational adoption; assign owners and mitigation actions.
  • Lead capability planning, including skills audits, learning needs analysis, training approach, role mapping and change support for end users and champions.
  • Work with service, product and operational teams to support beta preparation and transition planning into BAU.
  • Contribute to the development of the Transition Service Plan, including support model, roles and responsibilities, knowledge transfer, escalation paths, service readiness and go/no-go criteria.
  • Establish feedback loops with ALBs, user groups and Change Champions.
  • Work closely with the Benefits Manager to ensure change activities are explicitly aligned to benefit realisation and adoption outcomes.

Key Skills:

  • Strong consultancy experience in GDS/Public Sector.
  • Experience with DEFRA or GIS-based technologies.
  • Proven ability to develop change management strategies and roadmaps.
  • Expertise in stakeholder analysis and engagement planning.
  • Strong communication and engagement skills.

The ideal consultant will need to be available to start within the next few weeks. The assignment itself will be focused on readying a customer for the next phase of a key switchover in technology dependencies inside the organisation. Any experience working with DEFRA or GIS based technologies would be a huge advantage.
