Summary: The Change Manager role involves leading the change management strategy for a large-scale Geospatial Enabling Programme within the UK Government. This position requires a strategic and hands-on approach to facilitate the transition from the Outline Business Case to live service, ensuring stakeholder readiness and effective adoption of new processes. The role demands strong stakeholder engagement and the ability to manage complex change across various government bodies.
Key Responsibilities:
- Develop and own the end-to-end change management strategy and roadmap from OBC through to delivery and BAU
- Lead stakeholder analysis and engagement planning across the department group and ALBs
- Deliver communications and engagement plans, incorporating insights from Alpha and Beta phases
- Facilitate change impact assessments across processes, roles, systems, behaviours and capabilities
- Translate change impacts into actionable interventions including training, communications and readiness activities
- Establish and embed change governance, including reporting, escalation and decision-making frameworks
- Build and coordinate a Change Champion network across business areas and ALBs
- Support process mapping (as-is/to-be) and gap analysis to inform readiness and reporting
- Identify and manage readiness risks across people, process and technology
- Lead capability planning including skills assessments, training strategies and role mapping
- Support Beta preparation and transition planning into BAU
- Contribute to the Transition Service Plan including support models, service readiness and go-live criteria
- Establish feedback loops with stakeholders, user groups and Change Champions
- Align change activities with benefits realisation in collaboration with the Benefits Manager
Key Skills:
- Proven experience delivering change management within complex government or public sector programmes
- Experience in geospatial, environmental, land use, rural services or similar
- Strong experience supporting programmes moving from business case stages into Beta and live service
- Experience aligning change delivery to benefits realisation frameworks
- Demonstrable experience with stakeholder engagement across large, federated organisations
- Strong understanding of change impact assessment, business readiness and adoption strategies
- Experience working with cross-functional teams including product, service and operational delivery
- Excellent communication and facilitation skills

SR2 is supporting a major government programme within the environmental and geospatial space and is looking for an experienced Change Manager to support the transition of a large-scale Geospatial Enabling Programme from Outline Business Case (OBC) through to Full Business Case (FBC), Beta, and into live service. This is a strategic and hands-on role focused on designing and delivering a comprehensive change management approach across a complex stakeholder landscape, including multiple Arm’s Length Bodies (ALBs). You’ll play a key role in ensuring stakeholders are ready to adopt new processes, tools, governance structures and ways of working to realise programme outcomes.
