Key Responsibilities:
- Evaluate, design, and document functional system designs for agency business units.
- Lead business units through the functional and technical system development life cycle (SDLC).
- Coordinate and document system change requirements and interface with business units.
- Participate/lead blended teams throughout the design, development, and implementation of business change processes.
- Support the Release Manager with project deadlines and business objectives.
- Develop knowledge of system capabilities and recommend optimal solutions.
- Ensure proposed system features meet user needs and business objectives.
- Monitor team progress and provide status reports to the Release Manager.
- Facilitate meetings with client subject matter experts to document business requirements.
- Identify process improvements and facilitate reengineering of business processes.
- Design user interface prototype screens and navigational flows.
- Prepare design specification artifacts and document business processes clearly.
- Facilitate Joint Application Design (JAD) meetings and support the sign-off process.
- Perform and coordinate User Acceptance Testing (UAT) as required.
- Assist the training team in creating and validating training materials.
- Document required changes and communicate them to relevant stakeholders.
- Track system problem incident reports and provide follow-up for business units.
- Use IT resources to create IT solutions and utilize data analytics software for reporting.
- Meet professional obligations through efficient work habits and demonstrate respect for others.
- Perform other duties and special projects as assigned.
Key Skills:
- 3+ years of experience in a Business Analyst role or similar position.
- Experience in pension administration or benefits claim environments preferred.
- Bachelor's Degree in management information systems, computer science, business, or related field.
- Knowledge of project management principles and software development lifecycles.
- Experience with SDLC methodologies, requirements elicitation, and business process analysis.
- Proficiency in Microsoft Office Software and SQL queries in Microsoft SQL Server preferred.

Position Description
- The Business Systems Analyst is responsible for evaluating, designing and documenting functional system designs for agency business units.
- This position will lead KPERS business units through a functional and technical system development life cycle (SDLC).
- This will require the position to coordinate and document system change requirements, interface with business units to create solutions which satisfy users' unique business needs, and design within the overall functional requirements of agency applications.
- The Business Systems Analyst must work closely with staff from all divisions and with contracted vendors throughout the scope of each project to ensure effective and efficient teamwork throughout the project team.
Essential Responsibilities
- Participate/lead blended teams throughout the design, development and implementation of a business change process.
- Actively support the Release Manager with project deadlines, business and budget objectives
- Develop a knowledge of system capabilities and functions of assigned application software. Use this knowledge to recommend optimal solutions to business requirements that best leverage the product
- Ensure that proposed system features and requirements meet user needs and satisfy business objectives and initiatives
- Monitor team progress and provide status reports to KPERS Release Manager
- Participate/lead meetings with client subject matter experts (SMEs) to elicit, clarify and document business requirements for enhancements and PIRS
- Identify process improvements and facilitate reengineering of business processes
- Design user interface prototype screens and navigational flows
- Prepare design specification artifacts defining business rules, outbound communication, reports, and input/output files
- Document business process in a clear and concise manner
- Facilitate Joint Application Design (JAD) or other design meetings with users
- Support the sign-off process for design specification deliverables
- Perform and coordinate User Acceptance Testing (UAT) as required in cooperation with the BA Lead and the QA Lead.
- Assist the training team in creating and validating training materials
- Document any identified required changes and communicate them to the relevant people
- Track system problem incident reports (PIRS) providing regular follow-up for business units
- Use IT resources at an advanced level to create IT solutions
- Utilize data analytics software to pull data and create data reports
- Meet professional obligations through efficient work habits such as meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others
- Perform other duties and special projects assigned to meet the objectives of the Project Management Office (PMO) and KPERS.
Reporting
- The Business Analyst reports directly to the Release Manager.
Supervision
- The Business Analyst has no supervisory responsibilities.
Education Required
- Bachelor's Degree in management information systems, computer science, business or related field.
- Experience may be substituted for education as determined relevant by the agency.
Skills and Abilities
- Knowledge of project management principles and software development lifecycles
- Knowledge of working with system development life cycle (SDLC) methodologies specific to requirements elicitation and analysis, business processes analysis and modeling, user interface design, preparing business design specifications, and logical data modeling
- Experience with computer-based products aimed at supporting one or more software engineering activities within a software development process, business intelligence, and screen prototyping
- Experience writing detailed plans and reports, documenting business processes and creating project deliverables
- Proficiency in Microsoft Office Software such as Outlook, Word, Excel, Confluence, Microsoft Project, Visio and other computer software applications
- Preferred ability to write SQL queries in Microsoft SQL Server to procure test data
- Ability to execute task plans, manage time effectively across multiple simultaneous project activities, and meet target deadlines
