Business Analyst Level 3

Summary: The Business Analyst Level 3 role at Maddisoft involves supporting large-scale system enhancements and automation initiatives. Key Responsibilities:

• Reviews, analyzes, and evaluates business systems and user needs.
• Formulates system solutions that align with overall business strategies.
• Applies expertise in business process reengineering and identifying innovative technology solutions to improve business effectiveness.
• Utilizes industry-standard business process mapping and reengineering techniques.
• Prepares solution options, risk assessments, and financial analyses including cost/benefit, ROI, and buy vs. build evaluations.
• Documents detailed user requirements, system functions, and development steps for new or modified applications.
• Serves as a Business Analyst supporting a large-scale system enhancement and automation initiative.
• Provides subject matter expertise across business analysis, process improvement, and systems development lifecycle activities.
• Collaborates with program leadership, product owners, agile teams, and project stakeholders.
• Supports requirements gathering, system design, testing, and implementation activities.
• Participates in Agile-based project execution with a fixed implementation timeline.
• Analyze program policies and procedures to assess impacts on automated systems and functional areas.
• Review and evaluate complex project deliverables, including project charters, business and user requirements, design documentation, test plans, and risk assessment plans.
• Act as a liaison between business and technical teams by providing consultation, documentation, and direction for system analysis and design, configuration and testing, and policy implementation.
• Develop, document, and maintain system design procedures, test procedures, and quality standards.
• Identify, prioritize, and manage the product backlog to ensure optimal resource utilization.
• Create test plans that directly align with documented business requirements and user stories.
• Participate in system testing and user acceptance testing for new functionality.
• Track, document, and report testing progress and results.
• Identify project risks and issues and develop mitigation strategies.
• Support training development and deliver formal training sessions when required.
• Perform additional related duties as assigned.

• 8+ years of experience performing complex business analysis and producing technical documentation.

• 8+ years of strong written and verbal communication skills, including documentation of requirements, deliverables, test scenarios, and project status.

• 8+ years of experience reviewing and approving complex technical user and system requirements produced by vendors.
• 8+ years of experience using Microsoft Office tools: Teams, Word, Excel, Visio, PowerPoint.
• 8+ years of experience developing and coordinating test plans, test strategies, exit criteria, and test scenarios.
• 8+ years of experience executing detailed test cases in complex software environments.

• 8+ years of experience working in Agile software development environments.
• 8+ years of experience functioning as a Business Analyst.
• 8+ years of experience prioritizing and approving user stories based on stakeholder input.
• 8+ years of experience working with Medicaid-related systems and processes.
• 4+ years of knowledge of Medicaid programs and related assessment or screening processes (preferred).
