Quantity Surveyor required by a public body in Ballymena to oversee the cost management of Estates Projects

Your new company
The services of Hays have been retained by our client, a large public body based in Ballymena, to recruit a Quantity Surveyor on an ongoing temporary contract basis for an initial period of c. 6 months with the possibility of further extension.
It is our understanding that this role will be recruited on a permanent basis in the coming months.

Your new role
Working within the Estates Services team, you will play a key role in the provision of a professional quantity surveying service for the organisation's capital and revenue projects/construction contracts. This will include:
Undertaking measurements of completed works, including within measured term and minor works contracts using bespoke Schedules of Rates and the relevant Building Works, Electrical Services, Mechanical Services and Decoration work, PSA Schedules of Rates, agreeing measurements and valuations with contractors.Preparing financial feasibility reports and estimates of costs for proposed capital and revenue projects and for use in the preparation of Business Cases.Preparing tender documentation including preparation of measured term building, mechanical & electrical, minor works and professional services contract documents.Assisting with tender evaluations and preparation of tender reports, making recommendations for contractor/supplier selection, ensuring procurement compliance.Providing professional advice on contractual matters and procurement strategy to Estates Services.Monitoring contract expenditure, providing financial statements and associated information in accordance with the department's procurement rules and guidelines.Agreeing final accounts in accordance with the departments' rules and guidelines with contractors employed to carry out works for Estates Services.
What you'll need to succeed
To be considered for this position, you should have:
A degree in Quantity Surveying with 5+ years' post-qualification experience working as a Quantity Surveyor including 3 years of financial management of capital projects and measured term building and engineering contracts, or;A relevant recognised Quantity Surveying Professional Qualification, eg MRICS/MCIOB with 3+ years' post qualification experience of working as a Quantity Surveyor, including 2 years of financial management of capital projects and measured term building and engineering contracts.
You should also possess knowledge of:
E-tendering processes.The preparation and administration of PQQ and ITT procurement processes.Building and Engineering Measured Term Contracts or equivalent.PSA Schedules of Rates.GC Works suite of contracts.Standard Method of Measurement and Codes of Procedure for Quantity Surveying practice.
