Summary: The Northern Ireland Housing Executive (NIHE) is seeking a Quantity Surveyor to join their Asset Management team in Belfast on an ongoing temporary contract. The role involves managing the commercial aspects of Planned Works and Compliance investments in NIHE properties, ensuring effective planning, budgeting, and delivery of high-quality work. The position requires collaboration with contractors and consultants to maintain progress and minimize risks. Candidates must have relevant qualifications and experience in construction management.
Key Responsibilities:
- Prepare and assist in developing specifications, drawings, bills of quantities, and schedules of rates for tenders and quotations.
- Support the interpretation of contract terms and conditions, managing commercial risks effectively.
- Manage and monitor budgets, including regular benchmark reviews, forecasting, and cash-flow projections.
- Evaluate tenders and quotations, check documents, and prepare agreements and contracts.
- Administer NIHE's contracts to maximize value for money and minimize risks.
- Facilitate regular communication between contractors and consultants to ensure effective work progress.
Key Skills:
- Bachelor's Degree or equivalent qualification in a Building/Construction related discipline with at least 1 year of relevant post-qualification experience, or
- BTEC Higher or equivalent qualification in a construction related discipline with at least 2 years of relevant post-qualification experience.
- 3+ years of relevant experience in a construction related discipline may be considered exceptionally.
- Experience in planning and delivering value for money construction programmes.
- Experience managing designated budgets and financial controls within NEC 3/4 construction contracts.
