Project Manager - Telecoms/Radio site build & migration - 18-24 months

The Opportunity

We have been a trusted recruitment partner to our client for more than 14 years, during which time we have supplied over 100 people into the organisation.

Our client is a highly respected and innovative global telecommunications provider and has previously been recognised in The Times Top 100 Companies to Work For.

They are now looking for a highly experienced Telecoms Project Manager to take a leading role in a major radio network transformation project. This is expected to be an 18-24 month+ assignment, overseeing the build, refurbishment and migration of approximately 70 radio sites onto a new network.

This is a genuine opportunity to take ownership of a significant project from the ground up and leave the organisation with a robust, modern and state-of-the-art radio network.

The Project:

Our client currently has approximately 70 existing radio sites, requiring varying levels of work. These range from complete replacement of site infrastructure through to strengthening and refurbishment works.

Following the infrastructure works, new radio equipment will need to be installed and commissioned, configured, integrated into the new network, activated and migrated as part of the overall radio swap programme.

The client will ensure that landlord agreements, planning requirements and site designs are available, allowing you to focus on coordinating and overseeing the delivery of the build/refurbishment programme through to radio equipment installation, commissioning and final migration.

Key Responsibilities:

You will take responsibility for coordinating the various specialist vendors and internal stakeholders required to deliver the programme successfully.

This is likely to include management and coordination of site design vendors, civils contractors, utilities providers, mast suppliers, crane contractors, electrical contractors, radio equipment installation and commissioning teams, radio network equipment vendors, network configuration, activation and migration resources.

You will provide overall programme leadership across planning, delivery, dependencies, risk, budget, quality and reporting, ensuring the individual workstreams come together successfully.

Internally, you will interact with a wide range of stakeholders, including operational leads, managers, Heads of Department and the CTO, with occasional engagement at CEO level.

Experience & Qualifications

We are looking for an experienced Project Manager with a strong background in telecommunications infrastructure and radio network delivery.

Ideally, you will have:

3-5 years experience managing a similar or larger radio site build, refurbishment, installation, commissioning and migration, ideally within a Telecoms operator.

15+ years' Project Management experience

5+ years' experience within Telecommunications

PRINCE2 or an equivalent recognised Project Management qualification

Strong programme and high-level planning capability

Excellent vendor and stakeholder management skills

Risk and financial management experience

Strong presentation and senior-level reporting skills

A thorough approach to quality, governance and delivery.

Most importantly, we are looking for someone who understands how all the different elements of a radio site build and migration programme fit together and who can confidently drive multiple suppliers towards a common delivery plan.

Location & Relocation

This role requires someone willing to relocate for up to two years, potentially longer, to one of the British Crown Dependencies off the UK mainland.

To protect our client's identity at this stage, we are not disclosing the exact location. The assignment will be based in Jersey, Guernsey or the Isle of Man, with full details provided following receipt of a suitable CV and an initial conversation with us.

As you will effectively be based on the island for the duration of the assignment, there will be the opportunity to benefit from the island's attractive local tax rates, subject of course to your individual circumstances and professional tax advice.

Many contractors we have placed previously have established their own local companies as there isn't any corporation tax. We can introduce you to tried-and-tested local accountants who can advise on the appropriate structure, we can also signpost suitable accommodation options.

Candidates should ideally be available to start in early October.

Contract/IR35

This is an offshore, project-delivery-based assignment with clearly defined deliverables associated with the client's new radio network programme.

You will be engaged against a project-based scope of work rather than operating as a disguised employee. As an offshore assignment, it generally falls outside IR35.
