PURPOSE OF THE JOB Project Manager

Embed 5 boards and new Resident Advisory Panel creating a collaborative environment and strong bonds in the team of board members with mutual respect for staff and themselves.

Develop the capacity of board members to play a significant role in shaping and scrutinising core services and ensure that the boards are effective and meaningful in the scrutiny they provide the service recommendations they make and experiences of the participants both staff and residents.

Develop the work of the team through paying a lead on key projects and service reviews, including our grant making, training offer and framework for procurement of Independent Tenant Advisers

Responsibilities Project Manager

  • Ability to work independently and work in partnership to deliver the above
  • Establish the appropriate admin workflow to ensure full and fair participation across each board
  • Develop and commission a bespoke training programme for residents that meets general and group needs as well as individual training needs, working with tenant training bodies, internal departments and VCS groups
  • Work with board members and services to develop their work programme.
  • Set up a mini website for each board using the engage hub to facilitate information sharing, and exchange of ideas.
  • Support the boards gather evidence and insight for consideration and to inform their work.
  • Draft reports on work at the boards
  • Work with service leads for the boards areas of focus to ensure teams are working closely with the boards ensuring the provision of the right information to ensure people can contribute to fair decision making.
  • Deliver a co-produced review of our grant programme
  • Commission a framework for services in housing to procure ITAs as needed
  • Commission an ITA and mentoring option for the board members
  • Commission training package for our active residents to support their activism

One of the core pillars of the new strategy is the introduction of this new layer of resident scrutiny and collaboration to identify and resolve service delivery issues. The team need a focused and bespoke resource to establish the boards in terms of its working practice and culture. It is anticipated that the work will be mainstreamed across the team once the boards and their processes have been established. In addition, there are several projects the the service needs to deliver to improve its performance and better support meaningful engagement by housing.

The post holder will need to deliver within the council’s financial policy, contracts standing orders and corporate contracts procurement processes. The post holder will be responsible for organising payments to participants.

The post holder will have regular contact with senior officers including Strategic Director level, the Leader of the Council, Cabinet members, Members of Parliament giving and receiving guidance, instructions and advice.
