Role Description: The PMO Lead will be responsible for overseeing the governance, coordination, and delivery assurance of NS&I’s Business Transformation Programme. This role is central to ensuring seamless integration across multiple strategic suppliers and delivering a high-performing, cost-effective, and scalable integration function. The PMO Lead will work independently from the strategic suppliers and act as a key liaison between NS&I leadership and delivery teams. The role involves re-starting and implementing the PMO function, with a legacy PMO team and enhancing it with additional new team members, this is crucial for the role.

Key Responsibilities:

  • Programme Governance: Establish and maintain robust governance frameworks to oversee both transition and transformation phases. This includes setting up steering committees, architecture boards, and compliance assessments to ensure alignment with the overall vision.
  • Integrated Planning: Develop and manage comprehensive plans that integrate both transition and transformation activities across all streams. Ensure that all suppliers feel ownership of and commitment to their elements of the integrated programme plan.
  • Risk and Issue Management: Proactively identify, assess, and manage risks and issues. Maintain a RAID (Risks, Assumptions, Issues, Dependencies) log and ensure timely mitigation and resolution.
  • Stakeholder Engagement: Maintain open and continuous communication with all stakeholders, including suppliers, clients, and internal teams. Facilitate regular meetings, updates, and feedback loops.
  • Performance Monitoring: Track and report on programme performance, including KPIs, SLA performance scores, and continuous improvement opportunities. Use balanced scorecards for monthly and quarterly reviews.
  • Resource Management: Ensure the right capability and capacity of resources assigned to the programme. Manage resource identification, upskilling, and deployment processes tailored to the programme's needs.
  • Quality Assurance: Establish delivery reviews to ensure alignment with SI deliverables, quality assurance, issue resolution, and continuous improvement.
  • Knowledge Transfer: Implement knowledge transfer processes to build NS&I's capability to perform the SI role in the future. Use techniques such as '2-in-a-box' paired working, buddying, and mentoring.

Qualifications and Experience:

  • Proven experience in a PMO role within large, complex programmes, preferably within the UK public and or Financial Services sector.
  • Strong understanding of programme governance, risk management, and integrated planning.
  • Excellent stakeholder management and communication skills.
  • Experience with Agile and Waterfall methodologies.
  • Ability to manage multiple workstreams and suppliers in a collaborative environment.
  • Strong analytical and problem-solving skills.
  • Relevant certifications such as PRINCE2, MSP, or PMP are desirable.
