Summary: The role of Project and Programme Manager (Structures) involves overseeing and coordinating structures-related projects for a leading public sector client, ensuring they meet cost, time, and quality standards. The ideal candidate will have a background in Civil/Structural Engineering or Quantity Surveying, along with NEC3 experience and public sector exposure. This position is based in Bangor and offers a hybrid working arrangement. The contract is for 12 months with potential for extension.

Key Responsibilities:

  • Assist in the planning and scheduling of annual and 5-year programmes for renewal, upgrades, and safety schemes.
  • Support project sponsors in developing and delivering capital and revenue projects.
  • Act as the Agency’s structures expert, advising on structural issues.
  • Ensure compliant project contract administration.
  • Support the development of project procurement policies and procedures.
  • Manage consultancy design and contractor services for projects.
  • Manage external service providers (consultants, contractors, and partner authorities).
  • Oversee project budgets and manage the SharePoint system.
  • Coordinate structures-related projects to meet budget, schedule, and quality standards.
  • Maintain and monitor a master schedule of all Agency projects.
  • Support project sponsors in project brief preparation, tendering, and management.
  • Apply PRINCE2 project management principles.
  • Advise on structural issues for improvement schemes.
  • Coordinate with external partners and track project performance.
  • Manage project closure and update records.
  • Ensure compliant project contract administration to meet Welsh Government requirements.
  • Act as Project Sponsor for designated projects, ensuring proper project scope, funding, and delivery.
  • Monitor project budget, approve proposals, and manage performance indicators.
  • Assist in the identification and prioritisation of projects for the annual and 5-year programme.
  • Support project sponsors in delivering the programme of capital and revenue projects.
  • Support the development and renewal of framework contracts.
  • Assist with SharePoint project management system implementation and staff training.
  • Ensure compliance with procurement policies and relevant industry standards.
  • Work with the Business & Quality Manager to develop systems for monitoring and auditing project performance.
  • Address service provider non-performance and improve delivery through partnership.
  • Ensure compliance with health, safety, and environmental legislation.
  • Take personal responsibility for safety and wellbeing.
  • Liaise with internal and external stakeholders.
  • Support a culture of innovation and continuous improvement.
  • Ensure compliance with Data Protection regulations.

Key Skills:

  • Degree or equivalent in Civil Engineering or an appropriate discipline.
  • Or HNC or equivalent in Civil Engineering or an appropriate discipline, along with significant relevant experience.
  • Experience with NEC3 contracts is required.
  • Background in Quantity Surveying is encouraged.

Salary (Rate): £32.50
