Summary: The Programme Officer role involves overseeing the delivery, coordination, and quality assurance of ongoing projects for a third sector organization until March 2027, with potential for extension based on funding. The position requires monitoring and evaluation of funded projects, data analysis, and support for grant recipients. The officer will also contribute to organizational processes related to measuring impact and participate in special events as needed.

Key Responsibilities:

  • Conduct monitoring and verification of funded projects in accordance with the OBA framework and payments and monitoring schedule.
  • Regularly review the monitoring and evaluation processes and systems to ensure the collection, tracking and reporting of data at project and Fund level aligns with reporting requirements.
  • Conduct annual evaluation of funded projects in line with the project outcomes and agreed measures.
  • In cross-collaboration, review processes and data to identify what works, challenges and lessons learned for programme development.
  • Ensure reliability and accuracy of information through quality checks and provision of support to funded projects when collecting data.
  • Compile and analyse data to produce high quality reports for internal and external audiences.
  • Assist with a competitive grant application and award process for the allocation of funds in line with the requirements of the Department of Education.
  • Provide training and ongoing support to grant recipients on how to manage their grant.
  • Provide support to grant recipients on how to evidence their impact.
  • Contribute to the organisation's thinking, processes and systems relating to measuring and evidencing our impact.
  • Take part in and assist in the organisation of special events, outings, visits and any other activities as required.
  • Be available for planning, review, support and appraisal meetings and any relevant training and staff development as required.

Key Skills:

  • A degree level qualification or equivalent in an area of study related to or incorporating Sociology or Community Development or Business Development.
  • Two years' experience in the field of Community Development in an Education, Social Care or Health setting.
  • Two years previous experience of programme monitoring and evaluation with reporting responsibility to both internal and external stakeholders to include the OBA approach.
  • Demonstrable data analysis experience and proficient in the use of Microsoft packages, including Microsoft Excel.
  • A full current driving licence enabling the holder to drive in Northern Ireland/ROI and have the use of a vehicle for official purposes OR have access to a form of transport that will enable the candidate to meet the requirements of the post in full.
