Programme Manager
Whitehall Resources currently require an experienced Programme Manager to work with a key client.
**Please note this role falls INSIDE IR35**
DAO Programme Managers are responsible for the leadership of a team of project managers, business analysts and contingent project resources across multiple locations. The role will also be responsible for execution in one of the key Data related programmes. The successful applicant will enjoy working as part of a dynamic team on a high profile and exciting / engaging programme of work.

Principal Accountabilities and Responsibilities (e.g., for Business, Customers and Stakeholders; internal control environment, etc.)
Key accountabilities include:
Owning delivery execution within the programme as well as having holistic oversight of the product development roadmap and the adoption plans
Accountable for programme delivery strategy and approach across a series of capabilities / projects or component activities, building stakeholder buy-in around plans, commitments and changes
Accountable for programme reporting, governance and benefits realisation / OKR management to all relevant stakeholders / committees in accordance with the Change Framework
Leading Project Managers / Scrum Masters / PMOs on a high-profile global delivery to ensure commitments are met across budget / benefits / schedule / scope
Proactively partnering with Product and SMEs in the annual planning and forecasting process
Accountable for the intake of all new work and the evaluation of new change requirements, facilitating integrated triage to identify requirements, scope and budget
Drive stakeholder discussions related to delivery strategy, scope, capabilities and budget
Owning and managing resource plans with Project Managers / Scrum Masters, producing/overseeing indicative pricing and detailed budgets that match a description of deliverables and actual work effort
Serving as an escalation point to manage risks, issues and dependencies. Provide solutions-oriented consultation to integrated team leads, proactively controlling scope and the change control process, and collaborating with stakeholders to strategically identify and implement solutions
Manage negotiations and oversee the management and service agreement monitoring of TP contracts
Using approved change management tools e.g. JIRA and Confluence, to establish delivery dashboards and reports to ensure financial health, live deliverables and performance against KPIs / OKRs
Partnering with other global Programme Managers and Programme Office to implement the approved DAO vision for delivery management and contribute to the future evolution of the discipline
Establish effective controls, procedures and quality assurance processes to promote consistency of outputs across all deliverables in line with the Change Framework and the client's Risk and Controls framework
Managing and mentoring Project Management / Scrum team members, including resolving escalations, setting and managing performance goals, coaching individual career growth paths and balancing workloads

Chapter overview
Data Change Management owns the skills required to understand, plan, implement and communicate change effectively. The types of change can be relatively broad, and include organisational, technology, data or process changes.
Data Change Management will typically work extensively with other teams to assemble the expertise required to deliver a given outcome, though with direct accountability for:

Attributes
- Programme leadership with strong change discipline: Own governance, scope/benefits, RAID/dependencies, stage gates, and audit-ready documentation; drive decisions and delivery pace across multiple workstreams and global delivery teams.
- Proven experience in platform and data migration programmes (incl. SAS): Lead option analysis, target-state design and roadmap; deliver large-scale/big data migrations including environment readiness, testing and parallel runs, cutover and back-out planning.
- Stakeholder & adoption leadership: Translate between business, engineering, operations, risk/security and vendors; manage expectations, training and operational handover to ensure changes land and stick.
- Exceptional understanding of SAS migration and dependencies: Manage remediation planning, data lineage and reconciliation, and post-migration assurance to ensure control and integrity.
- Strong financial services domain knowledge: Experience delivering change within regulated financial institutions, working effectively with risk, security, operations and audit stakeholders.
- Extensive programme management / delivery leadership (8+ years): Track record managing large, complex, global change deliveries across multiple workstreams, delivering to agreed scope, timeline, budget and benefits.
- Ability to develop change capability: Coach and train teams to uplift delivery standards, discipline and ways of working.
- Ability to lead and motivate high-performing global teams: Effective leadership across multiple locations and cultures within a matrix organisation.
- Strategic and solution-oriented thinker: Comfortable managing complexity, balancing significant change and multiple competing priorities with strong attention to detail.
- Agile delivery experience: Experience applying Agile methodologies in programme and product development; Agile certification(s) (e.g. SAFe) advantageous.
- Impeccable communication skills: Strong written, verbal and presentation skills with proven ability to engage stakeholders from ExCo/Managing Director level to analysts.
