On behalf of NCA, we are looking for a Programme Manager (Inside IR35) for a 6 month hybrid contract based in London.
As a Programme Manager, your main responsibilities will be to:
- Lead the mobilisation and delivery of the NFIS and wider financial intelligence programme, ensuring outcomes are achieved in line with Economic Crime Levy funding objectives.
- Establish and maintain robust programme governance, assurance frameworks, reporting, and performance monitoring to ensure effective programme control.
- Manage and influence key internal and external stakeholders, building strong relationships and securing senior-level support where required.
- Oversee programme planning, resource allocation, scheduling, budgeting, and delivery dependencies across multiple projects and workstreams.
- Lead risk, issue, and change management activities, ensuring mitigations are implemented and complex challenges are resolved through effective negotiation.
- Drive business readiness and benefits realisation by working with project leads and operational teams, using data and digital tools to inform strategic decision-making and ensure successful programme outcomes.
PLEASE NOTE: SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Essential
- Proven experience leading complex programmes, with responsibility for governance, assurance, delivery oversight, and achievement of strategic business outcomes.
- Demonstrable ability to manage senior stakeholders across multiple organisations, building effective relationships and influencing decision-making at executive level.
- Strong programme controls experience, including resource planning, dependency management, risk and issue management, and delivery of multiple workstreams within agreed timescales.
- Evidence of driving organisational change and benefits realisation, using data, reporting, and performance insights to inform decisions and ensure successful programme delivery.
- Eligible for and willing to undergo Enhanced Security Clearance (eSC) vetting, building on existing SC clearance and experience working within secure, highly regulated public sector environments.
Desirable
- Previous experience working within, or delivering programmes for, a law enforcement, criminal justice, intelligence, or wider government security environment, with an understanding of financial intelligence, economic crime, or regulatory frameworks.
