The Opportunity We’re looking for a Programme Manager to lead a strategic initiative within HMRC’s transformation programme. Reporting to the Deputy Chief Data Officer, this role will be central to embedding critical data and process management expertise into major programmes and projects—ensuring change is informed, aligned with our Data Strategy, and delivered consistently and cost-effectively. You’ll work closely with senior stakeholders and multidisciplinary teams to shape how process and data discovery is integrated into HMRC’s transformation landscape, helping to influence thinking at organisational, programme, and project levels.
What You’ll Be Doing As Programme Manager, you will:
- Strategic Leadership Define and drive the vision, goals, and roadmap for the data and process discovery initiative. Align the objectives with HMRC’s Data Strategy, Ministerial priorities, and enterprise governance.
- Programme Planning and Delivery Lead complex multi-year planning, delivery standards, risk management, and assurance. Manage interdependencies and ensure milestones and benefits are delivered on time and within budget.
- Stakeholder Engagement Engage and influence senior stakeholders across Directorates, Regimes, the Transformation Programme, policy, digital, and data functions, including reporting and presenting at Board level. Build consensus, manage expectations, and ensure alignment across diverse interests.
- Governance and Assurance Establish and maintain robust governance. Ensure compliance with HMRC End to End Change lifecycle procedures and standards, including risk management, assurance, and programme reporting on financial position and performance.
- Commercial and Supplier Management Help manage commercial supplier relationships and ensure contractual performance aligns with stated objectives.
- Leadership Lead multidisciplinary teams, including digital, data, policy, commercial, and operational professionals (as and when required). Foster a culture of collaboration, innovation, and continuous improvement.
- Change Management Support the adoption of new ways of working, systems, or services. Ensure people, processes, and technology are aligned to deliver sustainable change.
- Benefits Realisation Track and report on the measurable improvements in efficiency, service quality, or user experience.
