Summary: The Programme Manager at Connect2Dorset will oversee the planning and execution of major programmes within Dorset Council's Transformation Programme, ensuring alignment with strategic objectives. This role involves managing resources, stakeholder relationships, and project delivery while promoting best practices in programme management. The successful candidate will lead multi-disciplinary teams and provide professional advice to senior leadership. This is a 26-week interim position based in Dorchester, Dorset, with a hybrid working arrangement.

Key Responsibilities:

  • Plan, execute, and ensure successful outcomes of major programmes, including governance, budget, and risk management.
  • Lead transformation objectives through projects and monitor overall progress, resolving issues as necessary.
  • Engage with stakeholders to develop and sustain effective relationships throughout the programmes.
  • Manage relationships with implementation partners and third-party suppliers for successful project delivery.
  • Direct and motivate multi-disciplinary teams and line-manage project managers.
  • Establish and oversee governance arrangements, ensuring clarity of roles and responsibilities.
  • Promote best practices in programme management and provide mentoring opportunities for colleagues.
  • Ensure programme information is recorded, updated, and securely stored, providing reports as required.
  • Produce evidence-based reports and present them to project boards and elected members.
  • Contribute to the professional standards of the Programme Management Office and represent it internally and externally.
  • Undertake additional duties as requested by the Transformation Board.

Key Skills:

  • NVQ 4/Degree level qualification or equivalent in a relevant discipline.
  • Management or supervisory qualification or significant experience at this level.
  • Proven experience in leading and managing Programme and Project teams.
  • Experience in managing change in large organizations and benefits realization.
  • Strong stakeholder management skills at a senior level.
  • Detailed knowledge of programme and project management methods and best practices.
  • Ability to manage, motivate, and coordinate teams across functional areas.
  • High-quality programme and project management skills.
  • Excellent oral and written communication and presentation skills.
  • Highly ICT literate with knowledge of project management tools.
  • Ability to maintain confidentiality of information handled.

Salary (Rate): £451
