Summary: The Programme Manager (Capability, Change & Integration) is tasked with designing and implementing frameworks for managing capability, integration, and change initiatives within a major infrastructure context, particularly in a regulated environment. This role requires establishing governance structures, aligning strategic objectives, and ensuring effective stakeholder engagement. The position demands strong organizational skills and the ability to manage risks while driving long-term change. Candidates must have relevant qualifications and experience, particularly in government or MOD settings.
Key Responsibilities:
- Direct design and implement a structured framework for managing transformation and change initiatives.
- Develop methodologies to ensure transformation programmes align with organizational key objectives.
- Establish robust governance structures, decision-making processes, and reporting mechanisms.
- Ensure compliance with relevant regulatory, financial, and operational standards.
- Develop a risk management approach to proactively identify and mitigate risks.
- Develop communication and engagement strategies to align stakeholders.
- Define and implement programme management standards, processes, and tools.
- Monitor transformation performance and ensure continuous improvement.
- Develop key performance indicators (KPIs) to track effectiveness of initiatives.
- Ensure programmes deliver measurable business benefits and establish feedback loops.

- Proven experience in developing and managing programme management frameworks.
- Expertise in operating models, governance design, and portfolio management.
- Strong background in change and integrated planning.
- Experience in risk and compliance management in regulated environments.

- Strong stakeholder engagement experience with senior executives.
- Programme management qualification.
- Business Change Management qualification or equivalent experience.
- Institute of Asset Management Endorsed Assessor or equivalent.
- Experience working with the Ministry of Defence / HM Government is advantageous.
