About The Role

Programme Manager - Housing - Uttlesford District Council

Temporary Contract up to 24 months

Salary Grade 10 £51,356 rising to £54,495

This vacancy is being recruited on behalf of Uttlesford District Council, who will be your employer.

This is an exciting opportunity to join Uttlesford District Council at a pivotal time. As Programme Manager - Housing, you will lead the Housing Transformation Programme within our Corporate Programme, driving strategic change and delivering outcomes that make a real difference to our residents and communities, in particular the current and future tenants of our housing stock. You will build the programme design with deliverable tranches of business as usual and project activity aligned to strategic and regulatory priorities, establish programme governance and manage risks and issues. You will ensure clear objectives and benefits are identified to help shape compelling business cases. Working closely with senior stakeholders, you will secure and maintain support and credibility for the programme approach, outcomes and performance. Working closely with the Housing Service but reporting to the Head of Transformation & Projects, you will take a leadership role within the Transformation & Projects team, helping to embed project and programme practice across the organization, and managing up to three officers within the project management and business analysis disciplines.

We’re looking for an experienced programme management professional with:

  • Expert knowledge of programme and project management methodologies
  • Strong leadership and stakeholder engagement skills
  • A track record of delivering major change programmes in complex environments, ideally with experience of working in a local authority Housing function
  • Excellent communication and problem-solving abilities
  • Relevant qualifications such as APM Practitioner or equivalent are desirable, and we welcome candidates who are working towards these or willing to obtain them.
