Locations: London, Glasgow, or Cardiff (Hybrid - 1 day per week in the office)

Rate: £800 per day inside IR35

Security Clearance: SC Level Required

We are seeking an experienced Programme Manager to lead the end-to-end delivery of complex, high-profile digital, data, technology, AI, and business change initiatives.

In this role, you will act as a senior delivery leader across multiple multidisciplinary project teams, suppliers, and senior stakeholders. You will oversee the delivery life cycle from discovery through to live service, driving strategic alignment, establishing robust governance, and building organizational delivery capability.

Key Responsibilities

• Strategic Delivery: Lead and take accountability for the end-to-end execution of a major digital transformation programme, ensuring outcomes meet business needs and government service standards.
• Methodology & Planning: Select and implement the right delivery frameworks (Agile, Lean, Hybrid, or Traditional), managing complex dependencies, capacity planning, and risk mitigation.
• Team Leadership & Coaching: Build and mentor cross-functional delivery teams, fostering collaboration, resolving conflict, and unblocking delivery issues.
• Governance & Reporting: Establish delivery metrics, maintain transparent reporting structures for executive leadership, and ensure rigorous gating and change control.
• Stakeholder & Commercial Management: Act as a trusted advisor to senior business leads and SROs while collaborating with commercial partners to resolve supplier and procurement challenges.

Requirements

• Senior Programme Leadership: Proven track record of successfully leading delivery teams across complex IT, digital, data, or AI change portfolios.
• Certifications: Certified in recognized project/programme management frameworks (eg, MSP, APM, or equivalent).
• Delivery Expertise: Deep, hands-on experience applying Agile, Lean, and traditional delivery methodologies in complex environments.
• Stakeholder Engagement: Exceptional communication and influencing skills with a proven ability to manage executive expectations, mediate difficult discussions, and align priorities.
• Desirable: Experience delivering digital, data, or AI initiatives within a central government or public sector environment.
