Detailed Description From Employer:

On behalf of the MOD, we are looking for a Programme Director, Digital and Data Inside IR35 for a 12 Month contract based Hybrid - 2 days p/week in Abbey Wood, Bristol.

The MOD is one of the biggest public procurement organisations in Europe and the single largest customer for UK industry. It currently manages approximately £20 billion of spend on capital investments in equipment and infrastructure every year. Over the next decade the MOD is committed to spending over £190 billion on equipment and support. The MOD's customers include both the armed forces and national security agencies, and it has a diverse range of requirements, including military fighting vehicles, education services, nuclear submarines and facilities management.

As Programme Director for Digital and Data, your main responsibilities will be:
. Strategic Digital Leadership: Lead the digital and data strategy for the MOD Commercial Function, aligning with the Corporate Services Modernisation (CSM) Programme and the Procurement Act 2023 to drive simplification, automation, and convergence.
. Oracle Fusion & Systems Oversight: Act as senior product owner for commercial systems, ensuring integration and interoperability with Oracle Fusion and other corporate platforms; oversee system migrations, vendor management, and digital product delivery.
. Data Governance & Insight: Establish robust data governance frameworks and architecture to deliver actionable insights across the commercial life cycle, enhancing decision-making and assurance.
. Innovation & AI Enablement: Champion the adoption of AI, automation, and digital assistants to streamline procurement processes, reduce administrative burden, and enhance user self-service.
. Transformation & Change Management: Collaborate across Finance, HR, and Digital teams to embed digital capabilities into the new operating model, fostering a culture of digital confidence and data-driven decision-making.
. Cross-Government Engagement: Represent MOD in cross-functional digital communities, ensuring alignment with Cabinet Office initiatives and advocating for MOD needs in centrally led digital and data strategies.

You'll have:
. Senior Digital Leadership experience: Proven experience leading large-scale digital, data, or transformation programmes in complex or regulated environments, ideally within government.
. ERP & Integration Expertise: Senior-level experience with Oracle Fusion/ERP design and roll-out, digital integration, and Source-to-Contract technologies.
. Commercial Systems Knowledge: Deep understanding of procurement and commercial data flows across the life cycle, including tendering, contract management, supplier performance, and analytics.
. Agile Product Delivery: Track record of delivering user-centred digital products using agile methodologies, managing multi-disciplinary teams across functions and locations.
. Strategic Influence & Change Leadership: Strong stakeholder engagement and communication skills, with the ability to lead cross-functional teams (130+ people) and align with broader corporate transformation initiatives.
