Summary: The Programme/Project Manager will lead the implementation of a new Target Operating Model and EnergyCAP for a fast-growing real estate operator transitioning to an in-house utilities capability. This role involves overseeing programme setup, stakeholder alignment, planning, process change, data migration, and performance tracking. The position requires strong programme-level delivery skills in complex transformations and a background in utilities or energy. The contract is for 6 months and is classified as outside IR35.
Key Responsibilities:
- Define structure, governance, RAID, and clear workstreams to deliver TOM + EnergyCAP from a high-level business case.
- Work closely with Utilities, Finance, Data, and Tech leadership; manage vendors; run effective steerco and exec updates.
- Develop detailed plans, milestones, critical path, resourcing, and reporting to keep a low-maturity environment on track.
- Map and embed new processes; drive adoption; ensure a clean handover to BAU.
- Oversee extraction, cleansing, migration, validation of data; demonstrate past success managing operational data/system transitions.
- Coordinate configuration, UAT, training, cutover, and early-life support; ensure measurable operational improvements.
- Track KPIs, manage risks/issues, and drive continuous improvement.
Key Skills:
- Strong programme-level delivery in complex transformations.
- Demonstrable Target Operating Model (TOM) experience, including process mapping and governance design.
- Utilities/energy/facilities background is a plus; adjacent infrastructure/real estate experience is transferable.
- SaaS implementation experience (EnergyCAP or similar) and hands-on data migration, systems integration, and user training.
- Solid grasp of utilities operations, billing, data management, and regulatory considerations.
- Proven change management, stakeholder influence, and vendor management skills.
- Certifications (PRINCE2/PMP/Agile) desirable.

The mandate for the Programme Manager: transition from an outsourced provider to a scalable, data-driven operation that controls cost, improves data quality, and enables growth. You’ll lead the first major phase: implementing a new Target Operating Model and deploying EnergyCAP.
What the Programme Manager will lead:
- Programme setup and delivery: Define structure, governance, RAID, and clear workstreams to deliver TOM + EnergyCAP from a high-level business case
- Stakeholder alignment: Work closely with Utilities, Finance, Data, and Tech leadership; manage vendors; run effective steerco and exec updates
- Planning and mobilisation: Detailed plans, milestones, critical path, resourcing, reporting; keep a low-maturity environment on track
- Process and change: Map and embed new processes; drive adoption; ensure a clean handover to BAU
- Data migration: Oversee extraction, cleansing, migration, validation; demonstrate past success managing operational data/system transitions
- Testing to go-live: Coordinate config, UAT, training, cutover, and early-life support; ensure measurable operational improvements
- Performance and risks: Track KPIs (invoice validation, recharge efficiency, data completeness), manage risks/issues, and drive continuous improvement
What the Programme Manager will bring
- Strong programme-level delivery in complex transformations; comfortable as a “team of one” without PMO support
- Demonstrable Target Operating Model (TOM) experience: designing and implementing TOMs, including process mapping, governance design, and operational handover
- Utilities/energy/facilities background is a plus; adjacent infrastructure/real estate experience is transferable
- SaaS implementation experience (EnergyCAP or similar) and hands-on data migration, systems integration, and user training
- Solid grasp of utilities operations, billing, data management, and regulatory considerations (can be learned quickly if adjacent experience is strong)
- Proven change management, stakeholder influence, and vendor management
- Confident, pragmatic, and able to push back constructively; strategic but happy to get into the detail
- Certifications (PRINCE2/PMP/Agile) desirable
