The Role

We're looking for a skilled Product Manager to support a multidisciplinary team designing and delivering innovative digital products and services for our UK Government client.

You will be an exceptional communicator and a passionate agile advocate with proven experience managing digital and data products within a public sector environment. In this role, you will define the product vision, build consensus across senior stakeholders, and ensure full alignment with the Government Service Standard. Acting as the voice of the product, you will create a clear roadmap, prioritise backlogs, and guide a collaborative, cross-functional team through every phase of the delivery lifecycle - from initial concept to live release.

Skills and Experience Required

  • Government Service Standard (Essential): A detailed understanding and practical experience of managing products and services in line with the Government Service Standard and GDS principles.
  • Vision & Roadmap Execution: Proven ability to set a clear product vision, establish product direction, create dynamic roadmaps, and articulate these confidently at governance forums and in formal reports.
  • Backlog Prioritisation: Confident in defining criteria and navigating constraints to build, maintain, and prioritise a clear product backlog, ensuring the engineering and delivery teams have the clarity needed to move forward.
  • Stakeholder Engagement: Skilled in building strong stakeholder relationships, managing engagement plans, and effectively communicating product decisions, trade-offs, and progress across all levels of an organisation.
  • Value & Benefit Realisation: Experience defining, monitoring, and analysing key success metrics to assess the impact of product changes against expected user and business outcomes.

Technical Experience and Tooling

  • Lifecycle & Change Management: Adept at managing products through the full development lifecycle - right-sizing deliverables, structuring valuable release packages, and overseeing quality through user testing and deployment.
  • Agile Methodology & Coaching: Experienced in facilitating agile ceremonies, fostering collaborative problem-solving, and coaching multidisciplinary (and potentially augmented or multi-supplier) teams to maintain high momentum and engagement.
  • Digital & Data Services: Hands-on experience delivering complex digital products and data-driven services within modern cloud or government platforms.

Specific Deliverables/Artifacts

  • Product Roadmap & Strategy: A clear, stakeholder-agreed product roadmap aligning with wider government strategic priorities.
  • Prioritised Product Backlog: A well-structured, deliverable backlog complete with defined user needs, acceptance criteria, and priority rankings.
  • Stakeholder & Governance Reporting: Regular decision-ready updates, roadmaps, and progress reporting tailored for governance boards and project stakeholders.
  • Release & Benefit Assessments: Documented quality assurance, user acceptance testing (UAT) sign-offs, and post-implementation benefit tracking.

Working Arrangements

  • Maximum of one day per week in the MoJ's Hull Office.
