Procurement Specialist - Outside Ir35

Summary: The Procurement Specialist role focuses on ensuring compliance with procurement governance and standards in line with company policies and the Procurement Act 2023. The position involves strategic sourcing, contract negotiation, and stakeholder management to achieve best value for money in procurement processes. The specialist will also manage tender processes and hold suppliers accountable for their contractual obligations. This role requires a strong background in public procurement and contract management, particularly within the public sector.

Key Responsibilities:

• Support strategic sourcing activities to identify suppliers and delivery partners.
• Prepare and negotiate contracts and amendments to meet business requirements.
• Advise stakeholders on best practices for value for money and quality.
• Hold suppliers accountable through robust contract management.
• Lead stakeholder meetings to ensure compliance with policies and regulations.
• Manage the tender process timeline and communications with bidders.

Key Skills:

• Experience in regulated procurement, particularly the Procurement Act 2023.
• Leading strategic capital procurement projects for the public sector.
• Strong background in tender preparation and negotiation.
• Extensive experience with NEC ECC Contracts.
• Cross-sector experience with a public procurement background.
• MCIPs accreditation or working towards it.
• Degree related to construction, civil engineering, or quantity surveying.
• Experience in Utilities and Infrastructure sectors.
• Ability to develop procurement strategies and documentation.
• Excellent communication and interpersonal skills.
• Strong attention to detail.
