Summary: The Procurement Specialist role focuses on ensuring compliance with procurement governance and standards in accordance with the Procurement Act 2023. The position involves strategic sourcing, contract negotiation, and stakeholder management to achieve best value for goods and services. The candidate must possess knowledge of public procurement processes and experience in managing procurement projects within the public sector. This is a hybrid position based in Birmingham for an initial duration of six months.

Key Responsibilities:

  • Supporting the strategic sourcing activity to identify the right suppliers & delivery partners in line with the Procurement Policy and Procurement Regulations.
  • Prepare and negotiate contracts and contract amendments necessary to meet business requirements and franchise commitments/obligations ensuring commerciality to the business.
  • Advise and support stakeholders on the best practice for obtaining best value for money and the highest quality for goods and services.
  • Hold suppliers accountable to support the delivery of their contractual agreements through clear and robust contract management.
  • Lead stakeholder meetings and ensure compliance of policies are regulations through governance within the business.
  • Manage the tender process timeline, key milestones, and communications with the bidders via the tender portal.

Key Skills:

  • Experience in and/or knowledge of regulated procurement, in particular Procurement Act 2023, or Utilities Contracts Regulations 2016 is essential.
  • Leading strategic capital procurement projects or programmes for the Public sector.
  • A strong background in tender preparation, development and management including negotiation.
  • Extensive experience of developing NEC ECC Contracts.
  • Cross sector experience with a strong public procurement background is highly desirable.
  • Have achieved or working towards MCIPs accreditation.
  • Preferably possess degree related to construction, civil engineering, or quantity surveying.
  • Preferably possess experience working in Utilities, Infrastructure (roads, rail etc) sectors.
  • Ability to lead and develop key strategies and documentation for major procurement projects that complies with Public Sector Regulations or equivalent.
  • Able to work as part of a team to support delivery of a successful outcome.
  • Able to build strong, professional client relationships and proactively identify and resolve client's issues.
  • Excellent communication skills, adaptable, with a determination to succeed.
  • Excellent interpersonal skills with the ability to manage a wide range of stakeholders and develop ongoing relationships.
  • Able to develop supplier evaluation criteria, commercial principles and modelling strategies.
  • Excellent attention to detail.
