Summary: The role involves engaging experienced interim professionals for two key positions within a Local Authority's procurement transformation programme in the West Midlands. Key Responsibilities:
- Reviewing and establishing robust procurement governance frameworks.
- Ensuring compliance with PCR 2015 and forthcoming TPP reforms.
- Updating delegated authority structures, approval pathways, and decision-making thresholds.
- Strengthening category governance, contract management oversight, and risk controls.
- Designing effective assurance mechanisms and workflows.
- Advising on governance requirements as part of a wider operating model redesign.
- Reviewing, rewriting, and modernising procurement policies and procedures.
- Aligning documentation with 2024/25 procurement reforms.
- Embedding priorities including social value, sustainability, compliance, and risk management.
- Incorporating new thresholds and statutory requirements under TPP.
- Producing practical, user-friendly guidance for internal stakeholders.
- Supporting culture and behaviour change across the organisation.
Key Skills:
- Strong background in procurement governance.
- Experience in policy development and transformation.
- Knowledge of local government procurement processes.
- Familiarity with PCR 2015 and TPP reforms.
- Ability to design governance frameworks and assurance mechanisms.
- Skills in modernising policies and procedures.

- Ensuring compliance with PCR 2015 and forthcoming TPP reforms
- Updating delegated authority structures, approval pathways, and decision-making thresholds

Interim – Procurement Policy Specialist Day Rate: - £500 Umbrella This role will support the development of a refreshed policy suite aligned to both the new operating model and new procurement legislation.
