Key Responsibilities:
- Provide expert advice on bid and contract compliance to practitioners.
- Act as the subject matter expert (SME) on negotiations.
- Develop, implement, monitor, and report on compliance with the Counterparty Due Diligence procedure.
- Create and maintain procurement templates and guidance documents.
- Maintain accurate records and ensure adherence to compliance requirements.
- Ensure procurement activities comply with Development and Production Contract obligations.
- Be the SME on CDD for subcontractors and JV partners.
- Increase team capability by developing and deploying training programs.
- Manage risk processes and assure effective mitigations and controls are in place.

- Support ad-hoc tasks and special projects as required by the C&C Manager.
Key Skills:
- Demonstrable track record in Procurement and counterparty due diligence, ideally in oil and gas services.

Role Overview: bp has reached agreement with the Government of Iraq to invest in several giant oil fields in the Kirkuk province of northern federal Iraq. The contract provides for the rehabilitation and redevelopment of oil and gas production from the Baba and Avanah domes of the Kirkuk field and three adjacent fields – Bai Hassan, Jambur and Khabbaz, all of which are currently operated by the North Oil Company of the Ministry of Oil. Under the terms of the agreement, bp, North Oil Company (NOC) and North Gas Company (NGC) will establish a new integrated operating entity comprising predominantly of personnel from NOC and NGC, along with secondees from bp. The new operating organisation will, in due course, take over operations at Kirkuk from NOC and NGC. This role will initially form part of the central remote support team for Kirkuk. Successful candidates should be flexible and willing to travel to Iraq for business trips, especially during the early phases. We are looking for high calibre individuals to join our expanding Kirkuk team. This role is accountable for supporting the Contracting and Commercial Manager, responsible for managing document management in support of cost recovery and ensuring procurement activity compliance to the Development and Production Contract, alignment to business priorities and compliance to Kirkuk procurement procedures and contract governance. The Sourcing, Contracting & CDD advisor reports to the Procurement Contracting and Commercial Manager providing expert guidance and oversight on procurement compliance, ensuring robust Counterparty Due Diligence (CDD) processes. This role supports governance, risk management, and operational excellence across procurement activities in alignment with contractual, regulatory, and corporate standards. The role will engage with Legal, Finance, HSE, and the P&O functions to ensure seamless procurement delivery and contract management, compliant with internal policies, industry standards, and regulatory obligations. The right candidate needs to have strong commercial acumen, ensuring alignment on business goals and delivering secure, optimal, compliant, and competitive, risk-managed procurement outcomes.
What you will do:
- Provide expert advice on bid and contract compliance to practitioners.
- Be the SME (subject matter expert) on negotiations.
- Develop, implement, monitor and report on compliance with the Counterparty Due Diligence procedure ensuring all counterparties undergo appropriate screening prior to engagement.
- Create and maintain procurement templates (supplier bid list, bid evaluation plan, etc) and guidance documents.
- Maintain accurate records (e.g., ARAVO), and ensure adherence to anti-bribery, AML, sanctions, and tax compliance requirements.
- Ensure all procurement activities comply with Development and Production Contract (DPC) obligations and adhere to the Iraq Standard Contracting and Procurement Procedures (SCPP), Code of Conduct, and all applicable policies and regulations, including anti-bribery, anti-money laundering and tax compliance requirements.
- Be the subject matter expert (SME) on CDD for subcontractors and JV partners, escalating red flags and ensuring timely resolution.
- Increase the capability of the team developing and deploying training programme.
- Manage risk processes, risk register and assure effective mitigations and controls are in-place.
- Monitor performance metrics and proactively manage potential issues.
- Support ad-hoc tasks/special projects required by C&C Manager and within C&C team.
What you will have:
- Demonstrable track record of delivery in Procurement and counterparty due diligence, ideally related to oil and gas services with large capex or onshore scopes.
- Procurement experience in the Oil and Gas sector within procurement excellence, compliance, and risk management.
- Deep knowledge in application of PSCM contracting, supplier management and Project execution.
- Demonstrated ability to collaborate with internal stakeholders across multiple disciplines, cultures and geographies.
