Summary: The Procurement Specialist (Construction) role is essential for leading procurement activities within the construction category for a Housing Association. The position involves collaboration with various directorates to provide expert advice on procurement strategies, tendering, and contract management. The specialist will ensure compliance with procurement legislation while fostering innovation and value in construction contracts. This is a newly created role aimed at enhancing the team's procurement capabilities in construction projects.

Key Responsibilities:

  • Lead on the tendering, evaluation, placement, and monitoring of a portfolio of construction contracts across Property Services, Asset, and Development
  • Ensure all procurement activity complies with the Procurement Act 2023, fostering value and innovation
  • Develop technical documents, including construction specifications, pricing/cost proposals, and contract documentation
  • Evaluate cost proposals for construction contracts
  • Act as an expert in construction legislation relevant to the procurement process (e.g., Building Safety, CDM)
  • Lead the delivery aspects of revised procurement legislation, ensuring compliance and maximising flexibility
  • Prepare procurement documentation using e-procurement systems
  • Provide advice and guidance to senior stakeholders on procurement matters
  • Maintain the construction category of the Contracts Register, ensuring all procurement activity aligns with applicable legislation and government guidelines
  • Undertake regular financial assessments of existing and new suppliers to identify potential risks

Key Skills:

  • 3+ years of experience running above-regulated threshold tenders in public sector procurement, specifically within the construction category and for development projects
  • Knowledge of procurement legislation
  • Experience in category management practice
  • Experience in delivering organisation-wide projects
  • Proficiency in e-tendering systems and all Microsoft Office applications

Our Housing Association client are looking to appoint a Procurement Specialist (Construction) . This brand new role is pivotal in shaping the team's construction procurement activities

You will work closely with the Property Services, Asset, and Development Directorates, offering expert advice and guidance on market trends, procurement strategy, tendering, contract award, implementation, and management
