Summary: The Procurement Specialist role involves supporting strategic sourcing activities and managing contracts for a high-profile railway client in the West Midlands. The position requires expertise in NEC 4 Contracts and aims to ensure compliance with procurement regulations while delivering value for money. The role is contract-based, offering a competitive daily rate. The successful candidate will work closely with stakeholders and suppliers to achieve procurement objectives.

Key Responsibilities:

  • Support strategic sourcing activities to identify suppliers and delivery partners in line with procurement policies.
  • Prepare and negotiate contracts and amendments to meet business requirements.
  • Advise stakeholders on best practices for obtaining value for money and quality goods/services.
  • Interface with external lawyers regarding contract matters.
  • Manage supplier accountability and contract delivery through robust management.
  • Lead stakeholder meetings and ensure compliance with policies and regulations.
  • Manage the tender process timeline and communications with bidders.

Key Skills:

  • Experience with regulated procurement, particularly Procurement Act 2023 and Utilities Contracts Regulations 2016.
  • Leading strategic capital procurement projects for the public sector.
  • Strong background in tender preparation, development, and negotiation.
  • Extensive experience with NEC3 and NEC4 ECC Contracts.
  • Cross-sector experience with a strong public procurement background.
  • Achieved or working towards MCIPs accreditation.
  • Degree related to construction, civil engineering, or quantity surveying preferred.
  • Experience in Utilities and Infrastructure sectors is desirable.

Salary (Rate): 450
