Summary: The Procurement Improvement and Operations Lead is a hybrid role focused on overseeing procurement systems and ensuring compliance with regulatory obligations within a not-for-profit organization that provides essential water services. The position involves driving continuous improvement, operational efficiency, and digital enablement in procurement processes while managing a small team. The role supports the Head of Procurement Improvement in delivering a procurement change program and enhancing procurement effectiveness through technology and data analytics. Collaboration with various teams is essential to integrate improvement initiatives and achieve measurable performance enhancements.

Key Responsibilities:

  • Oversee all procurement systems and management information produced by these systems.
  • Ensure compliance with procurement regulatory obligations and reporting requirements.
  • Drive a culture of continuous improvement and operational efficiency within the procurement function.
  • Support the delivery of the procurement change program, including operating model development and process optimization.
  • Manage procurement technology solutions and ensure effective data analytics and performance reporting.
  • Ensure efficiency, visibility, and control across procurement operations.
  • Integrate improvement initiatives with procurement, finance, IT, and operational teams.
  • Line management of one grade 4 FTE focused on data analysis and admin support.

Key Skills:

  • Experience in procurement transformation and service improvement initiatives.
  • Knowledge of public sector or utilities regulations.
  • Understanding of process optimization and procurement governance.
  • Experience with procurement technology solutions (e.g., SAP Ariba, Coupa, Jaggaer, Atamis).
  • Ability to work with data and reporting for informed procurement decisions.
  • Strong stakeholder management and communication skills.
