Summary: The Procurement Officer role at Lancashire Local Authority involves managing the complete procurement process for works and services contracts. This position is essential for ensuring compliance with procurement regulations while achieving value for money and mitigating risks. The role requires leading the procurement lifecycle, from planning to contract management, and maintaining supplier relationships. The position is offered as an initial 4-month temporary contract through an umbrella company, classified as inside IR35.

Key Responsibilities:

  • Lead the full procurement lifecycle for works and services contracts, including planning, tendering, evaluation, contract award, and contract management.
  • Prepare and issue tender documents, evaluate bids, facilitate clarification processes, and manage supplier selection in line with best practices and local authority regulations.
  • Negotiate terms and conditions, draft contracts, and manage supplier relationships to ensure service delivery and works execution align with contractual obligations.
  • Ensure procurement activities comply with the Public Contracts Regulations (PCR), local government procurement rules, and the authority’s policies.

Key Skills:

  • Significant procurement experience within the public sector, ideally managing large value and high-risk works and services tenders.
  • In-depth knowledge of Public Contracts Regulations (PCR) and local government procurement rules.
  • Proven experience with end-to-end procurement processes for large-scale contracts.
  • Ideally hold Professional procurement certification (e.g., CIPS, MCIPS).
