Summary: The Procurement Manager role in Tyne & Wear involves leading and managing procurement teams focused on capital equipment contracts within the NHS and public sector. The position requires expertise in procurement regulations and contract management, ensuring compliance and effective communication with stakeholders. This is a fixed-term contract opportunity, emphasizing strong leadership and procurement skills. The role is pivotal in managing a high-value portfolio of procurement projects and maintenance contracts.

Key Responsibilities:

  • Lead and manage the Capital and Maintenance Teams, ensuring efficient procurement of capital goods and maintenance services
  • Oversee the tendering, awarding and management of capital equipment contracts, ensuring compliance with NHS Corporate Governance and Public Procurement legislation
  • Manage a portfolio of capital procurement projects including new builds, refurbishments and equipment replacements
  • Facilitate communication between internal stakeholders and external procurement bodies such as NHS Supply Chain, Crown Commercial Services and other public sector procurement organisations
  • Ensure appropriate maintenance contracts are in place for procured equipment
  • Provide professional procurement guidance to Clinical Directors, Directorate Managers and senior staff
  • Manage a high-value portfolio, including: Placing approx. 1,000 orders annually, valued at over 15m; Arranging approx. 700 maintenance contracts, valued at over 7.6m

Key Skills:

  • Experience at a senior level in a procurement or supplies role within a large, complex organisation, preferably within the NHS
  • Strong leadership and management skills, with experience leading procurement teams
  • In-depth knowledge of public sector procurement regulations and NHS procurement procedures
  • Expertise in tendering and contract management for capital medical equipment
  • Strong communication and negotiation skills, with the ability to engage with senior clinical and managerial staff, as well as suppliers
  • Proficiency in procurement systems, preferably Oracle
  • Professional purchasing qualification such as NVQ Level 4 (Procurement), CIPS (Degree level), or equivalent experience
