Summary: The role of Procurement Manager involves managing end-to-end procurement processes for a Surrey-based local authority on a temporary contract for 6 months. Detailed Description From Employer:

We are currently working in partnership with a Surrey-based local authority who are recruiting for a Procurement Manger on a temporary contract, initially for 6 months. The day rate is negotiable depending on experience – nothing is off the table! The perfect candidate will be an experienced procurement specialist and will have experience working in housing (ideally for a local authority).

Duties will include (but are not limited to):

  • Managing end-to-end procurement processes, supporting service areas in developing clear and robust specifications for inclusion in tender documentation
  • Working closely with the Head of Housing to procure approximately 17 housing-related contracts, including services such as gas, voids and cleaning – the value of each contract will range from £50,000-500,000
  • Assisting in the development and implementation of procurement and contract management control systems, along with innovative reporting tools
  • Reviewing expiring contracts and collaborate with service managers to complete procurement templates and draft accurate specifications
  • Manage the e-tendering process, including uploading documentation and ensuring accurate coding of procurement activities
  • Carrying out administrative tasks such as preparing award notification forms and maintaining the contracts register
  • Analysing spend data against award outcomes to ensure compliance with procurement policies and procedures
  • Supporting the effective operation of the Council’s Corporate Procurement Board

Experience required:

Must have done procurement in housing (ideally within a local government setting)

Skills, knowledge and expertise required:

  • Strong understanding of local government operations, including relevant policies, procedures and legislation - particularly within a housing context
  • Proven track record of successfully leading multiple, complex procurement projects using recognised methodologies, ideally within a matrix or cross-functional environment
  • Demonstrated experience in effective contract management, with the ability to build and maintain productive relationships with suppliers and service providers

Working hours: 37 hours per week Monday – Friday Office presence required at least one day a week – work from home the rest of the time!
